About this file

This document is a Questions and Answers (Q&A) document from the Future Vertical Lift (Maritime Strike) (FVL(MS)) Industry Day held on 18 March 2025, with government responses posted on 15 April 2025. The document captures 21 industry questions related to the Navy's FVL(MS) program, with most responses indicating that the government is in early planning stages and cannot provide comprehensive details. Key insights include confirmation that the Capability Development Document (CDD) will include next-generation platform requirements for both crewed and uncrewed systems, and that the government is evaluating potential commonality with other programs like the USMC VTOL family-of-systems.

The government plans to release a Request for Information (RFI) for the MH-60 Service Life Modernization (SLM) program but does not currently plan an RFI for the FVL(MS) program. The document suggests the program is in a preliminary phase, with the government unwilling to disclose contract award dates, Analysis of Alternatives (AoA) results, or specific acquisition strategies. The program appears focused on developing an all-weather aircraft that can deploy to environments currently supported by MH-60R and MH-60S helicopters, with potential for both crewed and uncrewed platforms and considerations for communication, command, and control systems.

Future Vertical Lift (Maritime Strike) (FVL(MS)) Industry Day held 18 March 2025 Questions and Government Responses posted 15 April 2025

Question from Industry #

Question Government Response

Will the industry day slides be made available? If classified what will be required to get distributed?

We are not providing the briefs at this time. We are planning on another industry day in Pax River in September. There will be future opportunities to learn about the program.

Could we get a list of companies and contacts that attended or registered for the event?

No

Is atmospheric lightning conditions a component of the system's operational environment?

It is reasonable to expect that FVL (MS) will be required to be an all-weather aircraft that can deploy to all environments the MH-60R and MH-60S currently support.

Can you share the MOEs for communication, command, and control of the system?

And particular, is a two way communication with ground and/or space systems desired?

Both line of sight and beyond line of sight voice and data paths were part of mission vignettes used for the Analysis of Alternatives. The CDD has not been approved and we cannot share MOEs at this time.

5 Are missiles integrated on the system expected to be guided by the FVL system?

We cannot answer what level of missile guidance will be required by the FVL (MS) platform at this time.

Could you provide any insights on the operational environment the system needs to be rated for?

Not at this time.

Will the USN consider using the training device domain as a contractually-required means to demonstrate FACE UoC portability conformance? FACE UoC portability capabilities should provide significant benefit to the training domain by allowing high fidelity portable / rehosted operational flight program software to be used within training devices.

We will consider and evaluate all possible avenues to demonstrate and validate conformance to open standards.

Will the MH-60 SLM and FVL major OEM contracts include contractual requirements such as Associate Contractor Agreements associated with Digital Environment and OEM design data sharing to enable rapid and efficient training system development?

The Government does not have approved requirements or an approved acquistion strategy. We cannot answer this question at this time.

Will FVL (MS) operator and maintenance training requirements include the ability for the training contractor(s) to be included in aircraft concurrency working groups in order to inform timely training device modifications or upgrades?

The Government does not have approved requirements or an approved acquistion strategy. We cannot answer this question at this time.

Will FVL (MS) operator and maintenance training be included with the aircraft development program(s) or will it be split out into a separate contract with a unique CLIN structure?

The Government does not have approved requirements or an approved acquistion strategy. We cannot answer this question at this time.

Will FVL (MS) operator and maintenance training be included with the aircraft development program(s) or will training be competed separately?

The Government does not have approved requirements or an approved acquistion strategy. We cannot answer this question at this time.

Given that the USN FVL concept appears to be a crewed / uncrewed Family of Systems (FoS), does the USN anticipate competing operator / maintenance training for each platform independently?

The Government does not have approved requirements or an approved acquistion strategy. We cannot answer this question at this time.

Since Gate 2 Resources and Requirements Review Board (R3B) is complete, are there any existing aircraft platforms that meet FVL requirements?

The Government evaluated existing and new platforms as part of the Analysis Alternatives.

The Advance Development Team (ADT) would like to thank Industry for attending our Future Vertical Lift Industry Day. We appreciate the positive responses and the questions we received via SAM.gov. While we are still very early in the planning stage and do not have comprehensive answers to some of the questions, the questions themselves provide industry perspectives and insights and will help shape the direction of our strategic thinking.

Future Vertical Lift (Maritime Strike) (FVL(MS)) Industry Day held 18 March 2025 Questions and Government Responses posted 15 April 2025

Please confirm the planned Maritime Strike contract award dates for both Crewed and Uncrewed. It was unclear if the dates discussed were start of production or actual contract award to start development?

The Government cannot confirm ancipated contract award dates at this time.

When will the planned near-term RFI be released, and what will the response time be?

The Government plans to release an RFI for MH-60 SLM. The FVL (MS) program does not have plans to release an RFI at this time.

Will the RFI focus on FVL(MS) including next generation platforms (crewed and/or uncrewed), MH-60 SLM including ALE, or both FVL(MS) and MH-60 SLM?

The Government plans to release an RFI for MH-60 SLM. The FVL (MS) program does not have plans to release an RFI at this time.

What is the Navy’s plan to engage industry to support FVL(MS) CDD and CONOP development prior to Gate 3?

The Government cannot answer this question at this time.

18 Will this include both RFI and funded study efforts, and if so, in what timeframe? The Government cannot answer this question at this time.

Will the CDD under development for FVL(MS) include next generation platform requirements including mission profiles and payload specifics for requisite missions?

For both crewed and uncrewed systems?

Yes.

Will the emerging FVL(MS) CDD requirements be influenced by emerging requirements for the USMC VTOL family-of-systems for both crewed and uncrewed systems with the objective of defining potentially common system solutions?

The Government cannot definitively answer this question at this time. The Government will investigate commonality of requirements with other programs during its development of the FVL (MS) acquistion strategy.

Does the Navy anticipate providing industry with insight into the FVL(MS) AOA results and conclusions?

The Government does not plan to release FVL (MS) AoA results and conclusions.
