About this file

This document is a Purchasing Memorandum containing Questions and Answers issued by the New York Division of Correctional Industries regarding Invitation for Bids (IFB) #2425 for 4x1 one-gallon plastic jugs. The bid solicitation seeks UN-rated natural and white HDPE round one-gallon plastic jugs with childproof vented caps and cartons for use at the Washington Correctional Facility's Industry Warehouse in Comstock, New York. The bid opening is scheduled for Friday, December 19, 2025, with a contract period commencing on or about January 1, 2026 (pending Office of State Comptroller approval) through December 31, 2028, including two optional one-year renewal periods. Prospective bidders were instructed to submit questions in writing via email to the designated contact, Renate Sanders, Contract Management Specialist I, at Corcraft.ProcurementServices@doccs.ny.gov, with the deadline for questions preceding the bid opening date.

The Q&A memorandum clarifies that historical pricing information from previously awarded contracts will not be provided through the IFB process but may be obtained via Freedom of Information Law request, and that the award will be made to the responsive and responsible bidder offering the lowest price. The document also notes that a previous reference to "Hillside Plastics #875/48" as a model specification should be disregarded, and that the specifications provided in the IFB document are sufficient for suppliers to prepare their bids. The incumbent contractor is identified as Altium Packaging, LP. No SDVOB, MBE, WBE, or DBE contracting goals have been established for this procurement. Bidders may be required to submit product samples for review and testing as part of the award evaluation process.
