About this file

This document outlines the Additional Terms and Conditions for a Plum Care Annual Service contract solicitation by the Alabama Department of Public Health. The contract will be established for an initial 12-month period with options to extend for up to four additional 12-month periods, contingent on mutual written agreement between the state and supplier and approval from the Chief Procurement Officer no later than 30 days prior to expiration of each period. The exact quantities of items required are unknown, and the state makes no guarantee of minimum purchases; orders will be placed by agencies as needed with complete shipping instructions provided at that time. Questions regarding the solicitation must be submitted through the Discussions tab prior to March 25, 2026, at 5:00 p.m. C.T., with responses posted on the public portal.

Award will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications, with suppliers required to submit unit prices and supplier part numbers (or "N/A" if not applicable) through the supplier portal. The bid must be submitted on an F.O.B. destination basis with all freight charges included in the bid prices rather than as separate line items. Pricing shall remain firm throughout the initial contract term, though suppliers may request price adjustments upon renewal, subject to mutual written agreement between the supplier, agency, and Chief Procurement Officer. The awarded supplier must accept multiple forms of electronic payment, including state-issued credit cards, P-cards, and electronic fund transfers, at no additional cost to the state. Any assignment, subletting, or transfer of the contract requires written approval from the Chief Procurement Officer, and suppliers must provide any additionally requested information within five business days of receipt.
