About this file

This document outlines Supplier Diversity Program (SDP) scoring requirements for the Massachusetts Department of Developmental Services' Autism Housing Support Pilot Request for Response (RFR). The SDP component accounts for 25 percent of total available competitive scoring points, and all providers are required to demonstrate meaningful financial commitment by partnering with one or more SDP-certified or recognized diverse business enterprises or nonprofit organizations as detailed in Section 10.0 of the RFR. New providers must submit at least one proposed SDP partner with current-year financial commitment, while existing providers must provide at least one SDP partner, prior-year spending information, and current-year financial commitment. Providers without existing Purchases of Services (POS) contracts should estimate anticipated funding levels if awarded the contract.

Scoring for the SDP component is divided into two sections: submission of the completed SDP Form for POS (October 2023 version) with all yellow fields completed, worth up to 6 points based on committed spending levels (0 points for no partners or spending, 2 points for less than 1 percent spend, 4 points for 1.0-1.9 percent spend, and 6 points for 2.0 percent or greater spend); and a description of how the provider's current or planned operations support racial and health equity, limited to one page and worth up to 4 points. All SDP-related materials must be submitted through COMMBUYS.
