About this file

This document outlines the evaluation criteria for the Autism Housing Support Pilot (AHS-27) issued by the Massachusetts Department of Developmental Services. The Project Management Team (PMT) will use a consensus scoring approach to evaluate written responses based on understanding of service scope, comprehensiveness and clarity, operational strength and efficiency, appropriateness and feasibility of proposed services, effectiveness of approach, innovation, and responsiveness to procurement goals. The PMT may also consider providers' history and experience serving similar individuals and families, as well as past performance with the Department.

The scoring system employs a four-point scale with modifiers applied to each question score. A zero-point response lacks adequate description or demonstrates insufficient understanding of service expectations; a one-point response incompletely addresses question components and falls below established standards; a two-point response meets minimum standards with demonstrated provider experience; a three-point response completely and clearly addresses all components with some elements exceeding minimum standards; and a four-point response exceeds all standards with exceptional and innovative proposed services demonstrating expertise, coupled with exceptional prior provider experience. Specific pricing terms, set-asides, funding amounts, and contract duration are not addressed in this evaluation criteria document.

Autism Housing Support Pilot (AHS-27) Evaluation Criteria

The PMT shall score responses using a consensus scoring approach based on the information submitted in the written response. The PMT shall review and evaluate the written response based on the following criteria: understanding of the nature and scope of the services requested, comprehensiveness and clarity of response, operational strength and efficiency, appropriateness and feasibility of proposed services, effectiveness of proposed approach, innovation, and responsiveness to the goals of the procurement. The PMT may additionally consider the Provider’s history and/or experience serving these or similar individuals and families, and the Provider’s past performance with the Department.

The PMT shall score each question in accordance with the rating scale below. Each question also has a scoring modifier; once the question is scored, the score will be multiplied by the modifier to achieve the final score.
