About this file

This document is a Sole Source Justification Form from the Parkrose School District in Oregon for a contract with Playworks, a company that provides services to support safe and healthy play at four elementary schools through its proprietary TeamUp program. The contract is for a not-to-exceed amount of $300,000 over three years. Playworks was previously selected through a competitive bidding process, and the District has determined that no other company can provide the same level of support and alignment with their needs. Playworks' TeamUp program partners with schools by providing an on-site coordinator to teach, model, and empower a sustainable recess program, including training intermediate students as peer leaders.

The justification outlines that Playworks' services are proprietary and only available directly from the company. The District conducted multiple bids previously and determined that Playworks was the only provider that could meet their requirements. The sole source procurement is recommended as being in the best interest of the District. The contract will be funded locally, and no federal funds will be used.

To Whom it May Concern

This letter is to confirm that the direct service programs, Coach and TeamUp and our Pro professional development programs provided by Playworks are proprietary and available solely from our organization. Since 1996, Playworks has designed, developed, tested, implemented and evaluated programs to provide the benefits of safe and healthy play to children primarily in elementary school settings.

Playworks' Coach program provides a full time staff person five days per week to incorporate play and student leadership opportunities throughout the day. This program has been studied by academic institutions which has proven its impact on classroom engagement, conflict resolution physical activity, positive behaviors and social and emotional learning.

The Playworks TeamUp service partners with elementary schools by providing an on-site coordinator to teach, model, and empower a sustainable recess program based on our successful design. TeamUp provides a single site coordinator to four partner schools. The site coordinator spends a week each month at each school leading, supporting, and empowering the recess team-including a lead recess coach-to create a safe, inclusive playground for all students.

Our Pro staff development and consultative programs teach proven strategies to create and maintain a great recess throughout the school year. Our professional trainers help teams discover shared, play-based strategies for recess supervision, group management, and conflict resolution and give your team opportunities for group reflection and action planning.

These programs and services are unique in their construct and evaluated approach and only available for purchase directly from Playworks.
