About this file
This specification document outlines technical requirements for validation sheeting for license plate stickers to be procured by the State of Maine Division of Purchases. The solicitation requests bids for overlaminate material designated 7735FL that must comply with 3M Validation Security Sheeting Series 5460 specifications in two configurations: ED (direct print image) and ER (reverse print image). The sheeting is precoated with pressure-sensitive adhesive and features integrated directional security marks spaced no more than 0.75 inches apart. Bids were due November 25, 2009, with awards to be made to the lowest responsible bidder considering best value factors including quality, conformity with specifications, delivery date, and cost.
The specification details extensive material requirements for the overlaminate, including substrate composition, thickness tolerances, tensile strength, tear resistance, UV resistance, moisture resistance, and temperature stability, with minimum retroreflection of 50 candelas per lux per square meter at specified angles and wet performance maintained at no less than 90 percent of specified values. Color processing utilizes 3M Process Color Series 700 or letterpress and offset printing with 3M Transparent Printing Inks Series 200 or 220, with clear coating provided by either 3M Clear Coat 260 for up to two years surface exposure or 3M Clear Coat 265 for longer exposure at a minimum dry thickness of 0.0004 inches. Application temperature minimum is -10 degrees Fahrenheit, with a maximum of three stickers allowed to be overlaid per plate. Unit prices must be submitted separately for each item, with all transportation charges including freight prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine state sales taxes, and cash discounts of 20 days or more will be considered in determining the low bid.
