About this opportunity

The State of Maine Division of Purchases is soliciting bids for validation sheeting for license plate stickers, with bids due November 25, 2009. The procurement requires materials meeting detailed technical specifications for overlaminate and substrate compositions, adhesive properties, reflectivity, durability under environmental exposure, and printing compatibility.

Validation sheeting must comply with 3M Validation Security Sheeting Series 5460 specifications, with two configurations available: ED (direct print image) and ER (reverse print image). The sheeting is precoated with pressure-sensitive adhesive and features integrated directional security marks spaced no more than 0.75 inches apart. Minimum retroreflection must be 50 candelas per lux per square meter at 0.20-degree observation angle and 40-degree entrance angle, with wet performance at no less than 90 percent of specified values. Overlaminate material designated 7735FL must meet requirements for substrate composition, thickness tolerances, tensile strength, tear resistance, UV resistance, moisture resistance, and temperature stability. Color processing uses 3M Process Color Series 700 or letterpress and offset printing with 3M Transparent Printing Inks Series 200 or 220. Clear coating requires either 3M Clear Coat 260 for up to two years surface exposure or 3M Clear Coat 265 for longer exposure, with minimum dry thickness of 0.0004 inches. Application temperature minimum is -10 degrees Fahrenheit, and maximum three stickers may be overlaid per plate.

Bids must include unit prices submitted separately for each item. Awards will be made to the lowest responsible bidder considering best value, including quality, conformity with specifications, delivery date, and cost. The State is exempt from Federal and Maine state sales taxes. All transportation charges including freight are prepaid by the contractor unless otherwise specified. Cash discounts of 20 days or more will be considered in determining the low bid. Sealed bids or secure electronic responses must reach the Division of Purchases, 9 State House Station, Room 119, Augusta, Maine by the closing deadline.
