About this file

This document is a Request for Proposals (RFP) from the Oregon Department of Environmental Quality (DEQ) for a Covered Product Leakage Needs Assessment, with a pre-offer conference scheduled for October 7, 2025. The project focuses on conducting a comprehensive assessment of litter and marine debris related to covered products such as printing and writing paper, packaging, and food serviceware, as mandated by legislative history from 2021. The assessment is due September 15, 2026, with a phased approach from January 1, 2026, to December 31, 2026, and a total budget cap of $250,000. The RFP requires vendors to submit proposals via OregonBuys, including project approach, project team details, relevant examples, references, and a separate budget file.

The evaluation process will involve a committee scoring proposals across four key areas: Approach (40 points), Project Team (20 points), Relevant Examples (30 points), and Price Evaluation (10 points), totaling 100 possible points. The project aims to analyze the allocation of litter and marine debris to covered products, localize debris impacts, assess cleanup and prevention needs, and propose Producer Responsibility Organization (PRO)-led solutions. The assessment will emphasize plastic waste, consider other product stewardship programs, and include economic and environmental modeling to develop responsive policies. Vendors must be registered in OregonBuys and will be evaluated on their ability to meet the comprehensive research and reporting requirements outlined in the RFP.
