About this file

This is a set of engineering plans and specifications prepared by the City of Mount Airy, North Carolina Engineering Division for the Franklin Street Streetscape Phase II project. The project involves furnishing and installing granite curb, sidewalks, brick pavers, asphalt, conduit, and related materials to improve the streetscape along Franklin Street from Willow Street to South Street in downtown Mount Airy. The scope of work includes demolition of existing concrete sidewalks, curb and gutter, and asphalt; installation of new 10-foot wide scored concrete sidewalks with brick paver banding; placement of granite curb; installation of 9.5c Superpave asphalt; installation of decorative "Teardrop" LED street lights with Style C black fiberglass poles provided by Duke Energy; and installation of decorative street signage with 3-inch smooth black aluminum non-breakaway poles in the "Country Lane" style from Special Lite Products. The plans indicate approximately 43,000 square feet of concrete exists under the existing asphalt with varying depths. The project was prepared in March 2026 with drawings dated March 30-31, 2026, and the plans reference separation of streetscape demolition and construction from parking lot work, with phased public access requirements during each phase of construction.

The contractor is responsible for all utility locating, adjustments, construction stakeout, site security signage, and material testing. The City of Mount Airy will supply granite curb located at the corner of Franklin Street and North South Street, but the contractor must transport it to the project site and provide all labor, gravel, and concrete for installation. All sidewalks must meet a minimum of 6 inches of 3500 psi concrete with 4 inches of compacted ABC stone base. Brick pavers must be "Main Street Tumbled" from Pine Hall Brick or approved equal, with all truncated domes constructed from brick paver material. All asphalt paving must meet NCDOT quality, inspection, and testing standards. The plans include standard details for brick paver banding, scored concrete sidewalks, granite curb installation, decorative signage, LED lighting options, tree grates, handicap ramps, stamped asphalt crosswalks, and compost sock inlet protection measures that must be removed prior to final paving.
