About this file

This document consists of construction plans and technical specifications for the Cacapon Resort State Park Mountain Bike Trails Phase II – Across the River project, a collaborative effort between the West Virginia Department of Natural Resources (Owner), Civil & Environmental Consultants, Inc. (Engineer), and Nature Trails NC, LLC (Trail Designer). The project involves the design and construction of mountain bike trails across the river at Cacapon Resort State Park in Morgan County, West Virginia, funded through an EDA Award (Number 01-79-15230). The plans include comprehensive site analysis drawings covering existing conditions related to land use, soil maps, slope analysis, and pre- and post-construction drainage maps. The project encompasses three primary trails: Trail 200, Trail 250, and Trail 251, with construction details specifying typical trail cross-sections, trail hubs, grade reversals, water crossings using boardwalks and rock armor, climbing turns, rock walls, descending turns, trail decommissioning procedures, and bridge installations. Environmental compliance is addressed through erosion and sedimentation control narrative notes and construction details across seven detailed specification sheets. The trail designer is Matt Malone, CEO of Nature Trails NC, LLC, and the project is scheduled for completion in September 2025.

The technical specifications establish standard construction and administrative requirements for the project, including provisions for temporary facilities, utilities, site management, quality assurance, and project record documentation. The contractor is required to comply with all local codes, obtain applicable permits, and pay all required fees prior to beginning work. Environmental protection measures include adherence to WVDEP Storm Water Associated with Construction Activities General Permit requirements and protection of existing vegetation and site conditions. The contractor must furnish maintenance service for one year from the date of Substantial Completion and maintain detailed project record documents throughout construction. A preconstruction conference must be conducted no later than 15 days after execution of the agreement, and a project closeout conference must occur no later than 14 days prior to Substantial Completion. The contract requires a registered West Virginia land surveyor for field engineering services and establishes standard protocols for requests for information, progress meetings, temporary facility installation, and final project closeout and inspection procedures.
