SCOPE OF WORK

RFQ TDD 59-26: PLANNING AND DESIGN SERVICES FOR A 50,000 S.F. ADDITION TO

OKALOOSA COUNTY’S RIGDON CENTER

This scope of work includes building design/professional services, all the site infrastructure, access and site improvements on the property related to the new building primarily in and around a site which extends from the existing building to an entrance drive to the east and from Judge Maney Way on the south extending to older freestanding building to the north. Currently, the parking lots and larger stormwater improvements are planned to be under a separate engineering scope of work and construction schedule that will need to be coordinated. Post selection for this project, these parking and stormwater improvements may be added as a change to the scope of work, with a corresponding fee change, at the discretion of the County. Regardless, the awarded consultant will need to address the extension of utilities to the new building, stormwater tie-ins leaving the site, loading areas and loading access, and internal tie-ins to the existing building and facilities. Coordination will be required for

County IT for security features, and technology.

Designing components will include the following areas listed below. Bidding assistance and construction engineering services will likely to be issued under a separate task order and tailored to the project’s specific needs.

• Limited Survey, Geotech

• Building and Site Design.

• Grading, Safety, and Erosion Control Plan for the immediate construction area

• Site Improvement documents for all non-building components immediately surrounding the building.

• Construction specifications and bid alternatives.

• Permit Acquisition for site construction, including applicable jurisdictional development orders, and any applicable utility permits. State Stormwater permits to be by others, unless it is added back into an amended scope of work.

• Opinion of Probable Construction Costs

• Bid Assistance

• Construction Engineering Services

Other Considerations:

• It is anticipated that 30%, 60%, 90%, 100% milestones will be put in place for design plan approvals. The County is hoping to be far enough along on the plans to attach to a legislative funding request for the 2027 legislative season. The session begins in early March, however layout plans and exhibits will be needed in mid-November sufficient to submit legislative funding requests. Final fully permitted plans for construction procurement need to be finished NLT May 31, 2027.

• There may be a series of staff meetings and meetings with outside agencies. Public meetings may include a meeting before the Okaloosa County Board of County Commissioners and a meeting(s) with City of Fort Walton Beach for approvals, plus potentially a public meeting, open house charet format to discuss the design.

• Tie-ins to three existing buildings on the west side will be required and a firewall constructed on that side. A modification of an existing block building on the west side (one of the three) will also be required due to its length extending slightly past the other two buildings. It is desired to retain the existing low-cost basis buildings/space to extent possible.

• Interconnectivity functionality on how to best connect the old and new facilities will be an important issue and will have to be addressed both internally and externally. Internally, there will need to be functional flows to/from the existing event spaces, storage, and other functional aspects of the existing facility.

Externally there are front facades, covered walks, and parking, and in the back driveways, access, loading areas/parking, field events.

• There is a committee selected to review these proposals that will also act as an owner’s committee throughout the design and construction processes.

• For construction, federal grant money is expected to be utilized for portions of the project. The federal funding is expected to bring various requirements such as “Buy America, Build America Act”, “Davis

Bacon”. Additionally, the County is expecting to utilize owner direct purchases for larger project components to save on sales tax.

• The project is expected to be a hard bid project, i.e. Design, Bid, Build.

• The facility itself is anticipated to be a metal building capable of supporting 150Mph wind loads, somewhat similar to a large aircraft hangar recently built for the Gulf Air Group in Crestview Florida. It is the Committee’s desire to consider even higher wind load rating of 175mph+, as an alternative.

• The building is expected to have a decorative front facing Judge Maney Way and the new parking area to the east (master parking/design plans attached). Additionally, it will need to tie-in with the new façade being built for the existing space (link to façade plans attached).

• The building is expected to have a full commercial kitchen and a small concession area built into the general lobby.

• The majority of the flooring is expected to be concrete or hard surfaced. It is anticipated that different event-specific portable floorings setups may be requested.

• Some of the inside restrooms should be accessible from the outside north open space area to accommodate larger outdoor events.

• Locker room/Dressing areas including limited showers are expected to be included in the design.

• Other infrastructure and improvements will include, but is not limited, to the following: Potable water and sanitary sewer service, electric service, stormwater management system connection, site grading, driveways, lighting, curbing, fencing/gate, and sidewalks, facades and technology.

• Fiber, Internet, AV technology, security access and cameras will be designed in conjunction with the

County IT department and integrated with the County’s existing technologies/system.

• HVAC, fire suppression, elevator(s) will be designed in conjunction with the County Facilities

Maintenance department to ensure compatibility with existing County maintenance contracts.

• 60% design plans complete by January 31, 2027/100% design permitted plans ready for bid should be complete prior to May 31, 2027
