About this file
This is a construction plan set prepared by York County Department of Public Works for Fire Station #7 Partial Roof Replacement project located at 5684 Mooretown Road, Williamsburg, Virginia 23188. The project scope includes removal and replacement of the existing roof system with new architectural asphalt shingles, installation of synthetic underlayment and ice and water shield membranes, new gutters and downspouts, ridge vents, pipe flashings, and snow guards on the existing standing seam metal roof sections. The plan set is dated July 2026 and includes detailed construction drawings across five sheets: a title sheet with site location maps, a construction plan, and three detail sheets depicting valley flashing, ridge vents, fall protection anchors, plumbing and exhaust vents, curb flashing, gutter installation, downspout details, snow guard clamps, skylight curb flashing, louver apron flashing, and sidewall and headwall flashing details. The project also includes provisions for removal and replacement of up to 320 square feet of damaged or deteriorated plywood roof sheathing at an undetermined final quantity, with pricing based on actual square footage installed via authorized change order.
Key construction requirements include careful removal and reinstallation of the existing lightning rod system with third-party inspection certification, coordination with the fire department for temporary removal of gas vent piping and exhaust fans with 24-hour notice, and design of the snow guard layout by a Virginia registered Professional Engineer. The contractor must maintain public access to all building entrances at all times, implement comprehensive jobsite safety measures and debris control, protect existing facilities from water damage, and minimize traffic on finished roof sections. All work must comply with applicable building codes and project specifications, with dimensions provided for general scope description only. The contractor is responsible for all site protection, restoration of landscaping and hardscapes, and installation of metal edge flashing with documented wind uplift resistance testing in accordance with ANSI/SPRI ES-1 standards.

PROJECT NOTES
1. Perform all work in accordance with the project specifications and all applicable building code requirements.
2. Contractor shall verify all dimensions. Dimensions shown on the plans are only to provide a general description of the nature and scope of the project.
3. If inconsistencies occur between the project drawings and specifications, the better quality, larger quantity or more expensive materials shall be provided.
4. Contractor shall protect the existing facilities at all times and shall take all measures necessary to prevent water damage or other issues that result from Contractor's work. Contractor shall repair, replace and/or remediate all damages that may occur at no additional cost to Owner. This includes the leveling and reestablishment of any lawn areas disturbed as well as repairs to asphalt and concrete walks and drives.
5. Contractor shall employ necessary means to prevent the roofing debris from falling off the roof in a manner that would either present a safety hazard or that could damage the building, lawn, landscaping, sidewalks, etc. Debris shall not be permitted to enter into downspouts. The gutter system and the site shall be thoroughly cleaned at the end of each day's activities. Particular attention shall be given to insuring that parking lots, drive aisles and walkways are kept free of nails and other debris.
6. Public access must be maintained to each building entrance at all times. When work cannot be safely performed above an entrance while maintaining uninterrupted access, Contractor shall either schedule the work for before or after normal office hours or shall post workmen on the ground at the entrance to conduct the public safely through the work zone.
7. Contractor shall coordinate with and receive approval from Owner to barricade off areas where work is being performed and shall be at all times responsible for all jobsite safety issues.
8. Once the new roofing system is installed on an area, Contractor shall minimize all work and traffic upon the finished section and shall not: work over; cut lumber or sheathing upon; store materials on; allow debris upon or otherwise do anything that may cause harm or damage to the finished section.

CONSTRUCTION NOTES
1. The existing lightning rod system shall be carefully removed during the roof demolition work and reinstalled to its existing condition. Once the lightning rod system is reinstalled, the contractor will hire a third party inspector to re-certify the system to a passing condition.
2. If temporary removal of the gas vent piping and exhaust fans are needed, the work will need to be coordinated with the fire department. 24 hours notice will need to be given of this work so arrangements can be made to do so without interfering day to day operations.
3. Remove existing gutters and downspouts. Install new downspouts in locations of the existing ones and tie into existing underground collection system to match existing conditions.
4. Install snow guards on existing standing seam metal roof per detail 14 on sheet 4 and per specifications. There isn't an existing snow guard system on this roof. Design of snow guard layout will need to be done by a Virginia registered Professional Engineer
(PE).
(2) radio antennas. Vent pipe flashing to remain. These antennas must remain operational during construction at all times. Place bead of caulk around pipe where rubber seal meets the metal tubing

PLYWOOD ROOF SHEATHING REMOVAL AND REPLACEMENT:
The bidder shall include in the Total Combined Bid Price, the cost to remove 320 square feet of excessively warped, deteriorated, or unsound plywood roof sheathing and replace with new plywood roof sheathing to match existing thickness. Though the quantity of 320 SF is provided as a budgetary figure for bidding purposes, the quantity of said damaged/rotted roof deck is undetermined. The current plywood thickness is unknown as the County has no records of the original plans. In the event that any such roof deck encountered on the project requires removal and replacement, an authorized change order will be issued to increase the Contract amount in accordance with the price per square foot indicated on the Bid Form. Any payment made for removal and replacement of damaged/rotted roof deck shall be based on the actual quantity of square footage removed and replaced.
