About this file

This document is a request for information regarding the potential use of a Project Labor Agreement for an upcoming Navy construction project in Jacksonville, Florida. The project involves constructing facilities for maintaining Improved Navy Lighterage Systems and includes a general purpose berthing wharf, access trestles, a lighterage lift-launch pier, a waterfront operations building, site work, and utilities. The estimated value is between $250-500 million and the period of performance is approximately 665 calendar days. Respondents are asked to provide input on questions related to union and non-union labor availability, potential contractor interest in the project with and without a PLA requirement, comparisons of union and prevailing wage rates, and whether a PLA might increase costs. Responses are due by January 31, 2024 to specified Navy contacts for consideration in determining whether to pursue an exception to the mandatory PLA requirements for large federal construction projects.
