About this file
This document is a Request for Information (RFI)/market survey from the Department of the Navy Naval Facilities Engineering Command (NAVFAC) regarding the potential use of a Project Labor Agreement (PLA) for the construction of a $250M to $500M water treatment facility project at Joint Base Pearl Harbor-Hickam in Hawaii.
The project, designated as P-716, involves the construction of a 10-million gallon per day water treatment facility to reconnect water from the Red Hill Shaft to the Navy drinking water system. The work includes constructing new facilities, utilities, infrastructure, and site improvements. NAVFAC is seeking public feedback on the use of a PLA for this large-scale construction project through a questionnaire attached to the RFI. The questionnaire covers topics such as the respondent's role, availability of union and non-union labor, potential impact of a PLA requirement, and any cost implications. Responses to the questionnaire are requested by August 2, 2024, but this is not a solicitation, and the government does not intend to award a contract or pay for the information provided.
