About this file

This document is Addendum No. 1 to the Request for Proposals issued by Centennial School District 28J in Portland, Oregon for Project No. 260710-01, Parklane Seismic Improvements. The addendum provides clarifications and answers to questions submitted by prospective consultants regarding structural engineering services for the seismic rehabilitation of Parklane Elementary School located at 15811 SE Main Street, Portland, Oregon. Proposals remain due on Friday, July 10, 2026, at 5:00 p.m. via email to marilee@randcmanagement.com, with questions to be submitted by end of day June 26, 2026. A non-mandatory virtual pre-proposal meeting was conducted on June 23, 2026, with attendance from WRK Engineers (now IMEG), ZCS RA Build Group, DLR Group Construction Focus, and GRI. The design period extends from August 10, 2026 through February 28, 2027, with permit filing required by January 31, 2027, followed by a six-week bidding and contracting period, construction from April 15, 2027 through August 30, 2027 (with site work beginning May 15, 2027), and a 30-day closeout period. The Notice of Intent to Award is anticipated for the week of July 27, 2026, with contract execution by August 10, 2026 and project start date of August 10, 2026. The contract term is three years with renewal options available, not to exceed five years total.

The scope of work includes pre-design site exploration, structural design, permitting, bidding assistance, and construction administration for partial seismic upgrades, with the consultant responsible for structural engineering and architectural, civil, mechanical, electrical, plumbing, and acoustical services as needed, along with cost estimating. The district will review schematic and design development documents but not construction documents; reviews are customarily one week in duration. Parklane Elementary encompasses approximately 47,327 square feet (excluding a gymnasium built in 2023) and is not listed on any historical register. AutoCAD architectural backgrounds and record drawings from recent modifications will be provided to the awarded consultant, though accuracy cannot be attested. Hazardous materials, specifically asbestos, are known to be present in the building; the district will conduct testing at the end of the schematic design phase, and any abatement is outside the consultant's scope except for coordination of demolition activities. A concurrent mechanical system replacement project will occur during the construction window. The project is funded through a $2.5 million Oregon Seismic Rehabilitation Grant for K-12 Facilities with an assumed construction budget of $1.77 million. Required insurance includes professional liability of $2 million per claim and $3 million aggregate, comprehensive general liability of $2 million per occurrence and $3 million aggregate, and commercial automobile liability of $2 million combined single limit, with umbrella or excess liability permitted to satisfy limits. Compensation will be determined through fee negotiations structured as either fixed lump-sum or hourly rates with an established cap, plus reimbursable expenses at 1.1 times actual costs. A cost consultant is required on the proposed team, and only six total references are required for projects over $1,000,000 completed in the last five years; resumes and references are needed only for prime proposer personnel and, if the prime is not a structural engineering firm, for the structural engineering sub-consultant and assigned personnel.

PROPOSALS DUE (UNCHANGED): Friday, July 10, 2026, at 5:00 PM

This addendum includes the following items:

• Preproposal meeting agenda

QUESTIONS & ANSWERS

QUESTION: What consultants were present at the pre-proposal meeting?

ANSWER: As the meeting was virtual and non-mandatory, a record of attendance was not kept. Firms represented at the meeting were as follows:

WRK Engineers, now IMEG

ZCS

RA Build Group

DLR Group

Construction Focus (estimating)

GRI (geotechnical)

1. QUESTION: Do you have AutoCAD backgrounds of Parklane Elementary?

ANSWER: Yes, we have architectural backgrounds in AutoCAD. We cannot attest to their accuracy, but they were generated in roughly 2021. They will be provided to the awarded consultant.

2. QUESTION: What are the square footages of the site?

ANSWER: Parklane Elementary is approximately 47,327 SF (excluding the new gymnasium built in

2023).

3. QUESTION: Is the building on any historical register?

ANSWER: No. It is not on any register. It has had exterior-based changes in recent years.

ADDENDUM NO. ONE (1)

4. QUESTION: Can we get record drawings of the school?

ANSWER: Yes, we have many drawings of recent modifications of the school that are our records, but we cannot attest to their accuracy or completeness. Those will be made available to the awarded consultant.

5. QUESTION: Are references and resumes needed for consultants?

ANSWER: References and resumes are only needed for the prime proposer personnel assigned to the project. Sub-consultant firms need only be mentioned and a few sentences about your work history with that sub-consultant. EXCEPTION: If the prime proposer is NOT a structural engineering firm, then we will need the resumes and references of the structural engineering sub-consultant firm and their assigned personnel.

6. QUESTION: Regarding schedule, we would like to know if the district intends on reviewing each of the three phase documents deliverables (including CD prior to submitting for permit) and what time duration is necessary for the district to complete their review for each milestone deliverable.

ANSWER: With the state application document, we think that it serves as a pre-design tool, so the process can start immediately in the SD phase. Yes, the district will review SD and DD documents, but not CDs. Those reviews are customarily one week in duration. R&C will request a 50% CD set simply to confirm timely progress. Cost estimates will be required to complete the SD and DD phases, but not the CD phase. The district would expect design update meetings at some frequency ahead of the final phase submission. We leave that frequency up to the engineering firm.

7. QUESTION: How is SRG Stakeholder review align with the durations and phasing in #6 above?

ANSWER: SRG stakeholder review (separate entity) has typically been a quarterly report / update.

The proposer should speak to their knowledge of this Oregon process in their proposal. In-house stakeholders will be limited to 3-4 district personnel and R&C.

8. QUESTION: Can design-phase coordination and OAC meetings be conducted virtually or hybrid, with in-person attendance limited to site visits and construction milestones?

ANSWER: We expect most design and OAC meeting activities will be virtual. Initial site investigations during early design will be on site.

9. QUESTION: Please confirm whether hazardous materials are known or suspected in the work areas. If so, please clarify the anticipated abatement scope and whether abatement work will be contracted separately by the district.

ANSWER: The building is of an age that asbestos will be present. Much asbestos has been removed, but some remains. At the end of the SD phase, the district will take the known scope and test likely

effected areas to confirm whether it is positive. Any abatement is outside of the scope of this work, save for coordination of any demolition, so plans are not redundant. The district uses PBS/Apex.

10. QUESTION: Is there other work going on in the building during the expected construction window?

ANSWER: Yes. A mechanical system replacement project will be conducted at the same time.

11. QUESTION: Should a cost consultant be included?

ANSWER: Yes, the district does expect a cost consultant to be on the proposed team. Like other sub-consultants, just a brief note about the proposer’s work history with that consultant is required.

12. QUESTION: Are resumes, cover page, & cover letter included in the page count?

ANSWER: Resumes, cover page, & cover letter are NOT included in the page count.

13. QUESTION: Would you please clarify if umbrella/excess liability may be used to satisfy the required insurance limits?

ANSWER: Yes, the umbrella/excess liability may be used to satisfy the insurance limits as long as the occurrence and aggregate levels are achieved.

14. QUESTION: We noticed a discrepancy between the contract and the attached insurance exhibit regarding Auto Liability limits and reporting limits. Which document is correct?

ANSWER: The Attachment 5 level at $1,500,000 is incorrect. Use the $2,000,000 level identified in the attachment 11 contract, as those are statutory.

15. QUESTION: Attachment 8, Item 6, instructs proposers to "List six references (in addition to required references in Section IV (6))”. Section IV (6) requires proposers to provide "a reference contact person and phone number for every school project (over $1,000,000) your firm has completed in the last five years." Are these aggregate or separate or what?

ANSWER: Use the attachment 8 format and data outline and provide only a total of six (6) references total within the proposal. It need not be all references in the last 5 years. All references shall be for projects over $1,000,000. This will meet the criteria of Section IV (6). As Attachments are not included in the page count, all references can be listed in Attachment 8 rather than take up room in the body of the proposal. If references are listed in the experience for specific projects (don’t need to), these can be the same as those in attachment 8 or different – proposer’s decision. In the end, we want a minimum of 6 people to contact.
