Environment (PIEE) Program Management Office). To date, CACI has successfully implemented all anticipated PIEE requirements including 10 releases during the Base Year and Option Years. These releases supported 105 Engineering Change Proposals (ECPs). Without these current capabilities and subsequent releases, degraded capabilities will be expected impacting users/customers throughout DoD, Federal Agencies and vendors that utilize the PIEE suite of applications. In July of 2019 the IDIQ contracts were extended per FAR 52.217-8 for 6 months until December 31, 2019. On December 23, 2019, prior to expiration of the IDIQ contracts, final sustainment and development task orders were issued to both CACI and Tritus with POP of December 31, 2019 through June 30, 2020 as follows:
SP4701-16-D-2001 – CACI
- SP4701-20-F-0018 – Sustainment efforts
- SP4701-20-F-0023 – Development efforts
SP4701-16-D-2002 – Tritus
- SP4701-20-F-0019 – Sustainment efforts
On June 19, 2020, a previous J/A was approved authorizing use of FAR 52.217-8 for a two-month period of performance from 7/1/2020 – 8/31/2020 for the above mentioned task orders.
The modifications were issued to extend the PIEE IDIQ task orders for two-months to support program sustainment efforts on task orders SP4701-20-F-0018 (CACI) and SP4701-20-F-0019 (Tritus) and ensure all new program developed efforts (ECPs from development) awarded against SP4701-20-F-0023 (CACI) remained up to date and supportable, which also included system break fixes and help desk support. Before the expiration of these task orders in September 2020 for an additional four months, an amended justification was approved on August 25, 2020 under FAR 52.217-8 which extended the task orders until December 31, 2020.
This bridge task order will support the sustainment services which are currently being provided under task orders SP4701-20-F-0018 & SP4701-20-F-0019. The Government plans to issue the bridge task order under the J6 Enterprise Technology Services (JETS) contract. The task order will only support the sustainment portion of the PIEE requirement.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT:
DLA has a requirement for continued Procurement Integrated Enterprise Environment (PIEE) Support Services. PIEE is a key enabling program for satisfying DoD Business Enterprise Priorities and specifically Common Supplier Engagement (CSE). The current PIEE environment is a web-based application located at https://piee.eb.mil. PIEE supports the President’s Management Agenda item for e-Government and is a major component of the DoD compliance with the requirements of Section 1008 of the Fiscal Year 2001 National Defense Authorization Act (NDAA) concerning electronic invoicing. The scope of this effort is the continuation of sustainment of PIEE.
The objective of PIEE is to provide DoD trading partners with the capability to electronically submit invoices, reducing the frequency of lost or misplaced documents, receiving timely

Such controls should provide reasonable assurance that deliberate or inadvertent manipulation, modification, or loss of data during transmission is detected in accordance with DoD Financial Management Regulation (DoDFMR); leverage Integrated Acquisition Environment (IAE), Defense Automatic Addressing System Center (DAASC), and other Electronic Business System Services (EBSS) such as the Electronic Document Access (EDA) and the Global Exchange (GEX); and support additional standard transaction types and the changing needs of the stakeholder community to expand the functionality in other Core Business Missions (CBM) including ensuring Standard Financial Information Structure (SFIS).
The Procurement Integrated Enterprise Environment (PIEE) is a common operating environment (COE) providing contracting, financial, logistics, and security-based e-business applications to the Department of Defense acquisition workforce. The PIEE Family of Systems (FoS) includes the following capabilities:
Contract Closeout (CCO) Contract Deficiency Report (CDR) Contracting Communication Module (CCM) Electronic Data Access (EDA) Electronic Military Interdepartmental Purchase Request (eMIPR) Government Furnished Property (GFP) Item Unique Identification (IUID) Registry Joint Appointment Module (JAM) MyInvoice National Industrial Security Program (NISP) Contracts Classification System (NCCS) Purpose Code Management (PCM) Solicitation Surveillance and Performance Monitoring (SPM) Wide Area Workflow (WAWF)
Invoice and the receiving report from WAWF, and the contract from EDA enables the entitlement systems with the ability to perform a match needed to authorize payment. PIEE is the Enterprise data entry point for IUID and Passive Radio Frequency Identification (RFID) data for new acquisition items, the source of receipt and acceptance data for service component and agency Enterprise Resource Planning (ERPs), and is central for the Business Enterprise Architecture (BEA) enterprise solutions for Standard Financial Information Structure (SFIS) and Intra Governmental Transfer (IGT). PIEE is the Enterprise data entry point for the Paperless Government Furnished Property (GFP).
This effort enables the Agency to procure timely delivery of services to support PIEE enhancement projects while concurrently supporting the production and sustainment requirements of the PIEE systems, and to support software customizations with delivered

CACI has successfully supported the PIEE program since 2006 and has obtained extensive knowledge of the system over the past 13 years. No other source could obtain knowledge in the time allotted to meet the current extension date without unacceptable delays in filling DoD’s mission. A break in service would degrade system capabilities because the Government would be unable to address system failures or apply security patches, therefore resulting in a lapse in service and system responsiveness. The CACI Team are the only contractors that understand the detailed functional requirements and design of the PIEE suite of applications. In addition, CACI has been involved since the inception of developmental initiatives and is extensively involved in the developmental programming process, to include the aforementioned releases, and updates.
Failure to obtain PIEE Sustainment support would cause serious mission impact to the operations of DLA, DoD Military Services, and Federal agencies as well as the DoD Finance and Procurement community. Serious mission impacts would include the inability to meet DoD Audit Readiness requirements to create approving, accepting, certifying and viewing electronic transactions associated with request for payment and shipping notices. These delays would disable the community’s ability to effectively disburse funding allocation to lower levels without error. Loss of PIEE system functionality would cause payment delays among Federal Agencies that could result in not being able to pay vendor invoices timely. This affects both large and small businesses and in some cases causes work stoppages for some small business projects. If PIEE encounters delays in the sustainment of the suite of applications, the Program Office will be unable to effectively support DoD and Federal agencies, thereby impacting the warfighter and vendors accomplishing business with these agencies. Therefore, to ensure the overall success of all Department of Defense organizations and activities, including both Field and Military Services Activities, and Federal agencies, DLA must maintain access to the current PIEE contractor services through this bridge task order procurement in order to preclude any serious impact on operations.
5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. The proposals will be analyzed in accordance with FAR 15.404-1 procedures. It is anticipated that the Government will use various price analysis techniques including, but not limited to, (1) comparison of proposed prices with the Independent Government Cost Estimate, (2) comparison with competitive price lists; and (3) comparison of proposed prices obtained through market research for the same or similar items in order to obtain a fair and reasonable price.
