About this file
This document provides an overview of the Aircraft Prototype Systems Division (APSD) of the Naval Air Systems Command Naval Air Warfare Center.
APSD maintains facilities for engineering, design, sheet metal fabrication, electrical wiring assembly, machining, and aircraft modification. It supports various Navy and government aircraft through design, production, installation of mission systems, airworthiness certification expertise, reverse engineering, secure modification facilities, and procurement services. APSD has capabilities in technical data packages, analyses to support certification, obsolescence solutions, racks, pods and power distribution systems. It partners with other organizations within Patuxent River to satisfy emergent requirements. This document advertises APSD's services and products to potential customers.
The related federal contract opportunity is a Special Notice for an Industry Day hosted by the Aircraft Prototype System Division to provide information on its capabilities and solicit feedback. It involves the Department of the Navy Naval Air Systems Command Naval Air Warfare Center but does not include details on required products or services, response dates, pricing or other contracting terms.

Aircraft Prototype Systems Division The Aircraft Prototype Systems Division’s (APSD) primary mission is to provide effective prototype and limited production solutions for evolving system requirements. APSD provides design engineering, procurement, manufacturing, and installation of prototype aircraft systems ranging from small build-to-print parts to large mission system integrations.
FACILITIES
AIRCRAFT PROTOTYPE SYSTEMS DIVISION
CUSTOMERS
CERTIFICATIONS AND QUALIFICATIONS
APSD is AS9100 certified and aligned with DoD airworthiness practices and specifications as outlined in MIL-HDBK-516 Airworthiness Criteria.
APSD is authorized to modify Naval Test Wing Atlantic (NTWL) and fleet aircraft, as well as those from other services and agencies.
APSD supports customers spanning many NAVAIR PMAs, other services, and Government agencies.
APSD provides Program Offices with build-to-print procurement options, often with aggressive delivery schedules, when unable to meet through traditional acquisition means. APSD routinely partners with Rapid Prototyping Engineering and Development (RPED), AIRWorks, the Aircraft Instrumentation Division, Cargo Lab, and others to satisfy emergent NAWCAD requirements.

SERVICES
PROJECT MANAGEMENT
Efficiently interface with NAVAIR PMAs, IPTs, and other customer program management teams to ensure project execution.
MISSION SYSTEMS DESIGN, PRODUCTION,
AND INSTALLATION
Design deliverables include technical data packages, airworthiness reports, and project documentation.
AIRWORTHINESS PROCESS EXPERTISE
Quality control and Conformance Inspections conducted to ensure conforming products and drawings. Structural and Thermal Analyses — classical “hand” calculations, Finite Element Analysis (FEA) and Computation Fluid Dynamics (CFD) — performed to support airworthiness certification requirements.
REVERSE ENGINEERING
Proficient use of several tools and software packages including FARO Edge, Artec Eva, Geomagic Design X, Artec Studio, FARO, CAM2, and Creo Parametric to capture design data for reverse engineering.
SECURE ENGINEERING AND
MODIFICATION FACILITIES
PROJECT PROCUREMENT
Procurement capabilities are flexible and broad-ranging from small P-Card purchases to the use of Multiple IDIQ Contract vehicles.
