About this file

This is a packaging and identification document (PID) that specifies detailed requirements for the Repair Kit, Pipe, Emergency Damage Control (NSN 012539953). The kit must contain ten EWARPS (Emergency Wrap and Repair Patch Systems), ten pairs of latex gloves, one pair of visitor spectacles, and associated Material Safety Data Sheets. The material must be received at the Defense Logistics Agency (DLA) depot at 85% shelf life after all processing is completed, with a recommended shipment at 90% shelf life to avoid the 80-85% rejection window. No asbestos is permitted per Federal Standard 313. The contractor must provide reports specifying the exact size and amount of patching material used to meet performance testing criteria per specification A-A-50434 (SIZE 2, NOT 2 Revision dated 04/08/2025). Each EWARP pouch label must include instructions for use with a mandatory reference to Naval Ships Technical Manual (NSTM 079 Volume 2) for fleet applications.

Packaging and marking requirements must comply with MIL-STD-2073-1E for kits and MIL-STD-129 for marking, with special marking code 32 for Type I shelf life items. Palletization shall follow RP001 (DLA Packaging Requirements for Procurement). The material is classified as hazardous under OSHA's Hazard Communication Standard (29 CFR 1910.1200) and requires submission of Safety Data Sheets and HCS labels for contracting officer approval prior to award. Additional compliance requirements include: no mercury or mercury compounds per NAVSEA 5100-003D; no Class I ozone-depleting chemicals; non-extendable 24-month shelf life; removal of government identification from non-accepted supplies; and configuration change management procedures. The contractor must supply OEM application parameters and procedures to support fleet confidence in emergency patch application during casualty conditions.

Hazard Communication Standard Notice:

Effective June 1, 2015, Federal Standard No. 313-E, Material Safety Data, Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities, establishes the requirement for preparation and submission of Safety Data Sheets (SDS) in lieu of Material Safety Data Sheets (MSDS) by suppliers who provide hazardous materials to government activities.

The Occupational Safety and Health Administration (OSHA) has modified its Hazard Communication Standard (HCS) to conform to the United Nations Globally Harmonized System of Classification and Labeling of Chemicals.

As a result of this change, GSA revised Federal Standard No. 313-E requiring Safety Data Sheets for classifying chemicals and communicating the applicable information on labels.

In accordance with the revised standard after June 1, 2015:

1. Suppliers will be required to submit, to the contracting officer for review and approval prior to award, safety data sheets consistent with the requirements found at 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government.

2. Suppliers will also be required to submit, to the contracting officer for review and approval prior to award, Hazardous Communication Standard (HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or current Consumer Product Safety Act (CPSA), Federal Hazardous Substance Act (FHSA) labels when subject to labeling requirements under those statutes. This product labeling is required for hazardous materials delivered to the Government.

3. Finally, suppliers must train their employees on the new safety data sheets, hazardous communication labels, and requirements of 29 C.F.R.

1910.1200.
