About this file
This is a Vendor Questions and Answers document (Q&A #1) issued on January 2, 2026, by the Maryland Department of Health, specifically the Center for Cancer Prevention and Control, in response to a Request for Application (RFA) for eMMA procurement ID BPM054629. The RFA was originally issued on December 19, 2025, for PHPA 3661, which is a reposted opportunity. The opportunity seeks to provide multiple grants to local fire departments and volunteer fire companies to procure innovative cancer screening tests for professional and volunteer firefighters as mandated by Maryland Health General Article 13-4001-13-4007. The document clarifies submission requirements for applicants, specifically addressing letter of support documentation from participating fire companies and fire departments.
The Q&A clarifies that letters of support from a fire association on behalf of participating fire departments or companies must include the names of all participating entities and the total number of eligible firefighters for screening. Additionally, individual letters from each participating fire department or fire company are required, stating the specific number of firefighters employed and an estimate of how many will participate in the screening program. The document indicates that applicants from the previous submission of this procurement may reuse support letters only if they contain all required information; otherwise, new letters meeting these specifications must be submitted with the application.

1. Question: May I use the letters obtained from all fourteen fire companies supporting the application from the first submission for procurement ID (PHPA 3661/BPM054629-
REPOST)?
Answer: The letters a fire association submits on behalf of participating fire departments or fire companies must name all those fire companies and fire departments, and the total number of firefighters eligible to be screened. A letter is also required from each participating fire department or fire company. The letter from the participating fire department or fire company must state how many firefighters that fire department or fire company has and an estimate of how many of will be screened. If this information was not included in letters submitted previously, new letters must be submitted with the required information.
