About this file
This document contains the Pre-Application Conference Minutes for a Request for Applications (RFA) issued by the Maryland Department of Health (MDH) for Grief and Bereavement Support and Child Loss, and Infant Safe Sleep Technical Assistance. The RFA solicits applications for up to two awards, one for each of the two key work areas. The first component focuses on Grief and Bereavement Intervention Services, with a base year budget of up to $100,000 and the potential for two additional years at the same funding level. The second component focuses on Infant Safe Sleep Education, Resources, and Initiatives, with a base year budget of up to $125,000 and the potential for two additional years at the same funding level. The total award amount across both work components shall not exceed $225,000 per year. The RFA has specific Mandatory Requirements, including that the Applicant must be a social organization as defined by Maryland code or a local/state government agency, public college, or state university. For-profit organizations may apply but must be a nonprofit, tax-exempt entity. Applications are due no later than September 25, 2023, at 2:00 PM EST.
The RFA is funded through State General Funds and does not involve Title V funding. Indirect costs are limited to 10%, and the State permits applicants to include a management fee in addition to direct and indirect costs, as long as it aligns with the organization's nonprofit status. The State provided clarification on several aspects of the Scope of Work, including the estimated number of referrals, website requirements, and the need for educational videos on infant safe sleep.
