About this file
This document is a Request for Proposals (RFP) issued by the Maryland Department of Health (MDH) Prevention and Health Promotion Administration Center for Cancer Prevention and Control to fund a health care system in Maryland to increase Human Papillomavirus (HPV) vaccination. The target population includes children and adults ages 9 through 26 for routine vaccination, as well as adults ages 27 through 45 for vaccination by shared clinical decision-making. The RFP prioritizes specific Maryland jurisdictions that have the highest incidence and/or mortality of oral and/or cervical cancers. The contract term is from December 1, 2024 through September 30, 2025, with one award to be made as a result of this small procurement process.
The contract will be a firm fixed price, and the RFP specifies required activities such as providing HPV education, offering vaccines starting at age 9, having providers make strong vaccine recommendations, scheduling follow-up appointments, and implementing at least one evidence-based intervention to increase vaccination rates. Quarterly progress reports and data submissions are also required. The RFP notes that this procurement is a small purchase under COMAR regulations, and Minority and Small Business participation is encouraged.

SECTION 3 – SCOPE OF WORK
Currently, more than 42 million Americans are living with a type of HPV that is known to cause disease1. Every year across the U.S., HPV infects about 13 million people. Annually, about 37,300 new cases of cancer develop from HPV infection2. HPV can cause six types of cancers, including oropharyngeal and cervical cancers.
Based on Maryland’s 2016-2020 data, the following jurisdictions have rates above the U.S. average (in order, starting with the highest)3:
Oropharyngeal cancer:
• Incidence: Allegany County, Wicomico County, Washington County, St. Mary’s County, Charles County, Kent County, Worcester County, Cecil County, Queen Anne’s County, Carroll County, Frederick County, Anne Arundel County, Calvert County, and Somerset County
• Mortality: Worcester County, Baltimore City, Wicomico County, Charles County, Allegany County, Washington County, St. Mary’s County, Anne Arundel County, Calvert County, and Baltimore County
Cervical cancer:
• Incidence: Worcester County, Cecil County, Baltimore City, Wicomico County, and Washington County
• Mortality: Baltimore City and Prince George’s County
At present, the HPV vaccine is approved for ages 9 through 45 years for all genders. The vaccine series is recommended at the age of 11 or 12 and can be started as early as age 94. Despite its effectiveness, HPV vaccination rates remain below other vaccines that are recommended for adolescents. The 2022 data for Maryland for 13-17 year olds shows initiation of the tetanus, diphtheria, and pertussis (Tdap) vaccine was 89.0% and the meningococcal vaccine was 92.4%5. The HPV vaccination rate remains significantly behind these vaccines, with initiation at 84.0% and series completion (up-to-date status) at 72.0%. Males lag females by nearly 13 percentage points in series completion. These gaps represent missed opportunities to vaccinate preteens with the HPV vaccine at the same time as other routinely recommended vaccines.
The Community Preventive Services Task Force (CPSTF) has identified evidence-based interventions (EBIs)6 to increase vaccination in general; and the Maryland Cancer Collaborative (MCC) has provided recommendations for
HPV vaccination specifically7. The target populations for routine HPV vaccination are children and adults ages 9 through 26. Additionally, shared clinical decision-making for HPV vaccination may be offered to adults ages 27 through 45 who were not vaccinated earlier and are most likely to benefit from HPV vaccination.

5.4.1 General
The Contract will be awarded in accordance with the Competitive Sealed Proposals (CSP) method found at COMAR 21.05.03. However, the State reserves the right to make an award without holding discussions.
In either case (i.e., with or without discussions), the State may determine an Offeror to be not responsible and/or an Offeror’s Proposal to be not reasonably susceptible of being selected for award at any time after the initial closing date for receipt of Proposals and prior to Contract award. If the State finds an Offeror to be not responsible and/or an Offeror’s Technical Proposal to be not reasonably susceptible of being selected for award, that Offeror’s Financial Proposal will be returned if the Financial Proposal is unopened at the time of the determination.
