About this file
This document is an evaluation criteria document for a Photography and Videography Blanket Purchase Agreement (BPA) for the Bureau of Land Management Idaho Region. The solicitation seeks photography and videography services focused on wildland fire operations, with contract award based on three weighted evaluation factors: Price (40%), Technical Capability (40%), and Past Performance (20%).
Offerors must submit detailed pricing information including labor rates, post-production costs, and pricing transparency details. Technical capability will be assessed through a portfolio demonstrating ability to capture photography and video in challenging wildland fire environments, with strict requirements for metadata, file formats, and image quality. Past performance evaluation will focus on experience with wildland fire operations, safety protocols, incident management, and previous project performance, including a requirement to provide three relevant contract references and, if applicable, a current Red Card (Incident Qualification Card) for non-escorted fireline access.

Text version
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Price
Factor 2 - Technical Capability
Factor 3 - Past Performance
Technical capability shall be equal to price when determining award.
Factor 1 – Price
(Weight: 40%) Offerors will be evaluated on the reasonableness, transparency, and competitiveness of their proposed pricing, including labor, travel, and post-production costs. Proposals must demonstrate compliance with federal cost principles under FAR 31.205-46 – Travel Costs and provide a clear structure for billing practices.
Required Pricing Submission Materials:
Offerors must submit the following pricing information as part of their proposal:
1. Labor Rates o Hourly or daily rates for photography and videography work, with separate rates for on-site shooting and post-production/editing.
o A breakdown of what is included in the labor rate (e.g., gear, file preparation, metadata tagging, image processing).
o Provide a pricing breakdown for common assignment types (e.g., single-day shoot, multi-day incident coverage, travel-based project).
2. Post-Production Costs o If post-production is not included in the labor rate, offerors must list post-production pricing separately.
o Clearly describe deliverables included (editing, color grading, metadata tagging, formatting).
3. Pricing Transparency o Identify any flat-rate regional pricing structures, if applicable.
o Disclose any potential additional charges (e.g., equipment rentals, media storage devices).
Factor 2 – Technical Capability (Quality & Relevance of Work Samples)
(Weight: 40%) Offerors will be evaluated based on their ability to produce high-quality photography and videography relevant to wildland fire operations. This factor includes:
• Portfolio and narrative description demonstrating capability to shoot in challenging conditions (low light, extreme weather, fast-moving action).
• Experience capturing fire suppression, fuels management, prescribed burns, and emergency response.
• Ability to produce broadcast-quality video and high-resolution still photography for use in public affairs, agency documentation, and media outreach.
Portfolio submission requirements
• Metadata compliance:
o All submitted photo and video content must include original EXIF metadata to ensure accurate documentation, including timestamp, camera settings, and descriptive information.
o Photos must contain complete metadata fields, including Creator, Headline, Description, Keywords, Title, Credit Line, Source, and Copyright Status.
• Video Format & Post-Production Requirements:
o All video footage must be delivered in .mp4 format, in a non-log (color-graded) format ready for immediate review.
• Photo Format Requirements:
o Deliver images in their original pixel size (do not change resolution).
o Must be in JPG or RAW format with high-quality compression.
o File size: up to 20 MB, at least 300 dpi, and an image size of 2400 x 3000 pixels or larger.
o No borders, logos, watermarks, or identifying marks allowed.
o Minimal editing is acceptable, provided authenticity remains intact.
o Photos must not be altered in any way (e.g., no removal, addition, distortion of subjects).
Factor 3 –Past Performance
(Weight: 20%)
Offerors will be evaluated on their demonstrated experience working in wildland fire, emergency response, and natural resource environments, as well as their performance history delivering high-quality photography and videography services for similar projects.
Evaluators will assess the depth of experience operating in remote and active fire environments, compliance with safety and operational protocols (Red Book), and the quality of past deliverables based on information provided and references contacted.
Past Performance: Offeror shall provide company/organization names, contract number(s), name of contact person, email and telephone number for three (3) contracts/orders performed within the last three years with work similar in complexity and magnitude to the work identified in the statement of work. Past performance can be based on the Contracting Officer's knowledge, contactor provided references, and other reasonable sources.
Past Performance Evaluation Criteria Includes:
• Demonstrated understanding of wildland fire operations, safety protocols, and incident management structure.
• Ability to operate independently in remote fireline locations while adhering to established safety standards.
• Compliance with non-escorted fireline access requirements, as outlined in the Interagency Standards for Fire and Fire Aviation Operations (Red Book), including:
o S-130 Firefighter Training o S-190 Introduction to Fire Behavior o RT-130 Annual Refresher o Minimum physical fitness level of “light” o Adequate radio/communications training
• Experience capturing:
o Fire suppression operations o Prescribed burns or fuels management activities o Aerial firefighting operations o Incident response operations
• Quality and relevance of past projects, including the subject matter, environment, and technical requirements.
• Performance history—meeting deadlines, professionalism, quality of deliverables, and client satisfaction.
• Clarity and completeness of submitted information and accessibility of listed references.
Submission Requirements:
Offerors must submit the following for themselves and any proposed major subcontractors:
• A list of relevant contracts and subcontracts completed in the last three years, and any similar projects currently in progress.
• If newly formed, offerors may submit relevant contracts performed by key personnel.
For each project or contract, include:

4. Agency/Customer Name
5. Contract/Project Number (if applicable)
6. Contract Duration – start and completion dates
7. Contract Value (if applicable)
8. Scope Summary – number of shoot days, deliverables (photo, video, post-production), and geographic region
9. Government or Client Points of Contact (with phone and email):
