About this file
This document contains key features and specifications for heavy-duty tractors required under a federal contract. The contractor must provide four (4) new or recent production model heavy-duty tractors, each with a maximum of 100 operating hours at delivery. Each tractor must meet minimum performance and capacity requirements including a Gross Combined Weight Rating (GCWR) of 140,000 lbs., Gross Vehicle Weight Rating (GVWR) of 60,700 lbs., payload capacity of 40,000 lbs. on the fifth wheel, and a minimum 500 horsepower diesel engine compliant with EPA Tier 4 Final standards. The engine must include protection shutdown for low oil pressure and high coolant temperature.
The tractors must feature an automatic transmission designed for heavy-haul, stop-and-go industrial applications; a heavy-duty front axle and suspension with minimum 20,000 lbs. capacity; tandem rear axles; a driver-controlled locking differential; and a severe-duty rated, oscillating fifth-wheel coupling compatible with standard Navy trailers. All-Wheel Drive (AWD) is preferred for maximum traction. Tires must be heavy-duty, industrial-grade with resistance to punctures from metal debris suitable for shipyard conditions. The operator cab must include full climate control with air conditioning and heating, 360-degree visibility with large mirrors and windows, and an ergonomic air-ride operator seat. Safety features must include a keyless ignition system, audible backup alarm, 360-degree amber strobe/beacon light, LED lighting package, and a mounted and certified 5 lb. ABC fire extinguisher. Each tractor must include a legible, permanently affixed manufacturer's data plate listing GCWR, GVWR, Gross Axle Weight Ratings (GAWR), VIN, and date of manufacture, along with a complete operator's manual provided at delivery.
