About this file

This is a Request for Quotation (RFQ) issued by the Oregon Public Employees Retirement System (PERS) for website services related to the PERS Health Insurance Program (PHIP) website. The solicitation, identified as OregonBuys RFQ #S-45900-00016137, seeks contractor services to update and modernize the PHIP website, which currently operates on the WordPress platform. The scope of work includes ensuring Americans with Disabilities Act (ADA) compliance and achieving WCAG 2.1 AA conformance by April 24, 2026; performing a design refresh to align with current standards; implementing mobile and responsive template updates; updating WordPress functionality to incorporate the Gutenberg editing system; and performing miscellaneous updates such as graphics production, server configuration, security certificate assistance, and search engine optimization. All submissions must be received via email to Abigail Churchill at Abigail.Churchill@pers.oregon.gov by 3:00 PM PST on Monday, March 2, 2026. The RFQ was issued on February 25, 2026. Proposers must submit a completed Rate Sheet (Exhibit B) and Proposer Information form (Exhibit D). Award notification will be provided in writing, and PERS reserves the right to award based solely on submitted information or to negotiate modifications with selected proposers.

Pricing will be based on hourly rates for various task categories including ADA compliance, design refresh, mobile/responsive updates, functional updates, testing and quality assurance, deployment, and meetings/consulting, with PHIP historically utilizing fewer than 200 total service hours per year. All quotations are binding for three months from the submission date. The evaluation criteria focus on "Best Value" determination, considering product and technical requirements, product availability, vendor service performance on prior contracts, and total cost. This is an Intermediate Procurement conducted under ORS 279B.070 and OAR 125-247-0270, and no protests of the solicitation or award will be considered. Contractors must register as suppliers in OregonBuys upon contract award and comply with insurance requirements including workers' compensation, commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, and professional liability of at least $1,000,000 per claim and $2,000,000 aggregate. Proposers must also comply with federal and state civil rights laws, rehabilitation statutes, and the Americans with Disabilities Act, and must make good faith efforts to provide equal opportunities for Certified Business Firms (disadvantaged business enterprises, minority-owned businesses, women-owned businesses, emerging small businesses, and service-disabled veteran-owned businesses) to participate as subcontractors.
