About this file

This is an Emergency Purchase Statement document for the Illinois Department of Human Services related to emergency pharmacy services provided on July 18, 2025. The document confirms final costs associated with emergency pharmaceutical procurement conducted through the Integrated Village Health and Life (IVHL) pharmacy provider. The emergency purchase was executed to address urgent medication supply needs, with the procurement processed under emergency purchasing authority that bypassed standard competitive bidding procedures due to the critical nature of the requirement.

The final emergency costs totaled $4,873.29 for pharmacy services and medications supplied through IVHL on the specified date. The emergency purchase statement serves as the official documentation of expenditures and authorization for payment of emergency pharmacy services rendered. No renewal options, bid response dates, or standard contract terms are applicable given the emergency nature of the procurement, which was executed to ensure continuity of essential health services.

#: 26-497DVA-LASAL-R-278482

Emergency Category (select the appropriate option from the drop-down menu below):

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues

Reason for selection of this particular vendor:

The Illinois Department of Veterans Affairs - LaSalle Home does not have a pharmacy contract in place at this moment. The LaSalle Home does not have an On-Site Pharmacy and needs to contract out with a Vendor to ensure continued Pharmaceutical operations at the Home. The current vendor was the only bidder on B-47044, JHC Acquisition Inc. DBA Omnicare of Northern Illinois. We would like to continue with this vendor during the emergency as the home is all set up with working with them and using their med carts, they deliver 6 days a week to the home. This emergency contract will allow the Agency time to properly procure a new competitive contract for the Home. This emergency contract will be cancelled when the new competitively bid contract is in place.

Description of supplies or services to be provided:

The vendor shall provide Pharmacy services that include dispensing medications and intravenous solutions in accordance with all applicable local, state and federal laws and regulations. Provide staff including a Pharmacist that is on call 24 (Twenty-Four) hours a day, make monthly rounds to review charts and proper documentation. Vendor shall also provide HIPPA compliant Facsimile Machines to safely send and receive confidential information and lockable Medication Carts to store medication for use at the Home. Vendor shall also keep the Home informed of all medical issues concerning medications prescribed to residents of the Home. Supply Convenience boxes such as: Miscellaneous Supplies, House Stock, Over the Counter Medication, and IV Supply & Hydration Kits. Current census is up to 100 residents.

Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).

List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:

LaSalle Home is in immediate need to provide pharmaceuticals to their residents to make sure all residents receive their prescribed medication in a timely manner. Agency reached out to Omnicare, current vendor, to ask if there was any aspect of the contract that can be provided by BEP vendors. Omnicare is not able to subcontract for reasons below:

1) Omnicare cannot utilize any wholesaler other than McKesson. While we did reach out to a BEP wholesaler previously, there is no potential for any subcontracting arrangement as Omnicare’s contract with McKesson provides McKesson is “the sole wholesale supplier” to all Omnicare pharmacy locations.

2) Unlike our competitors, Omnicare employs our own delivery drivers and has our own fleet of delivery vehicles. To the extent other pharmacies subcontract pharmacy delivery to third parties, Omnicare’s entire delivery operation is provided by our employees with no need to outsource. We have significant concerns about how a one-off third-party delivery courier used for this building could affect not only our pharmacy operation, but how it would also create challenges for staff at the facility.

3) To the extent there is any thought that Omnicare should subcontract with another pharmacy to dispense a portion of the prescriptions, Omnicare has concerns pertaining to patient safety and continuity of care. While Omnicare does work with CVS retail to dispense emergency prescriptions locally in the event the pharmacy is closed (our Des Plaines pharmacy operates 24/7/365, so this doesn’t happen often), non-emergency prescriptions are never dispensed through another pharmacy through any sort of subcontracting arrangement. Omnicare is reluctant to enter into any sort of arrangement to do so as this will, again, create confusion from the facility about what prescriptions are coming from which pharmacy, potential for prescriptions to be sent to multiple pharmacies by prescribers, challenges at the facility when reviewing invoices, challenges with pharmacy medical records, and many other patient safety, pharmacy operation and facility operation concerns.

Agency reached out to the following BEP vendors to see if they could take on the services we need for this emergency.

A Safe Haven” – called 7/18/25, 3:12pm, contact on BEP list unknown to operator, voicemail box for Fiscal Dept full Jules Enterprise Group DBA Anuko RX – called 7/18/25, 3:04pm, spoke to Gina Jules, declined due to short length of emergency contract PharmaScript Inc. – spoke to Sylviana on 7/18/25, 3:25 pm. Gave her the specs and told her we needed a response by Monday since contract has to be in place by Tuesday. No response.

Affinity Pharmacy Care – called 7/18/25, 3:10pm, voicemail box was for an individual rather than a business, left voicemail message in case he is affiliated with the business. Google search shows business is temporarily closed. Spoke with Nancy Kimme several times by phone, she did not call back by the agreed upon deadline.

3 R Healthcare – called 7/18/25, 3:13pm, spoke to Helen Randolph, she declined initially saying she was only a distributor, not a pharmacy. She further stated she would call back on Monday with additional information. Did not call back by the agreed upon deadline.
