About this file

Summary

This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) Procurement Services in Tampa, Florida. The notice announces the school district's intention to procure Ascriptica, a comprehensive technology platform from PGC Technology Services that enables schools to coordinate course offerings, track professional development, and manage learning management system integrations. The service includes Ascriptica product updates, telephone and email support, peer discussion facilitation, and hosting services capable of supporting up to 4,000 concurrent peak users. The posting period runs from Friday, April 3, 2026, through Tuesday, April 14, 2026 (seven business days), with a protest period extending from Tuesday, April 14, 2026, through Friday, April 17, 2026 (three business days). Interested vendors may submit responses via www.vendorlink.com demonstrating capability to provide "like" (equal, equivalent, or identical) commodities and services. The contract term is July 1, 2026, through June 30, 2027, with renewal decisions requiring reposting and validation annually.

Ascriptica has been identified as a sole source offering unique functionality that cannot be obtained from alternative vendors, as it is the only application providing the specific combination of course creation, catalog posting, reporting capabilities, learning management system interfaces, and integrated registration and payment features required by HCPS. The hosting infrastructure specifications include maximum average concurrent users of 1,500 with autoscaling capabilities, SQL Server licensing, Amazon RDS security, database administration, server administration, disaster recovery, high availability, and backup services. If no responses demonstrating "like" products or services are received during the posting period, HCPS will submit a recommendation to the School Board requesting approval to proceed with the sole-source purchase without competitive solicitation. No specific pricing, funding sources, or contract values are disclosed in this notice.
