About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for the Department of Veterans Affairs VISN 22, Tibor Rubin VA Long Beach Medical Center. The document justifies a sole source award to SRD Architects for architecture/engineering services on project 600-20-112 Replace Domestic Water Pump and Generator, with an estimated cost of $308,582.04.
The justification is based on SRD Architects being the designer of record under a previous FY18 contract that included construction period services. Due to the project not receiving construction funding during the original performance period, this follow-on contract will secure those services for the estimated 18-24 month construction period. The authority cited is "Only One Responsible Source" under 41 USC §3304(a)(1). The document includes certifications from the Healthcare Engineer (Richard Moss), Contracting Officer (Permelia J. Bryant), and Branch Chief Construction Team 2 (Dawn M. White), with their digital signatures dated January 23-24, 2025. No market research was conducted as SRD Architects is already the designer of record, and no future acquisitions of these services are anticipated.
