Sources Sought Notice Analytics and Business Intelligence Platform

Goals and Objectives This sources sought notice is seeking information that will assist the National Park Service (NPS), Park Facility Management Division (PFMD) in conducting market research on available analytics and business intelligence platforms to support the FMSS system. The goal is to identify solutions that can enhance PFMD's ability to gather, analyze, and visualize data from various sources, enabling improved decision-making and operational efficiency.

The key objectives for the analytics and business intelligence platform include:

• Enterprise Reporting: Develop and deploy standardized, enterprise-wide reports that ensure consistent visibility into key performance metrics, operational effectiveness, and facility performance across the service. These reports will be accessible to stakeholders at all levels, facilitating strategic oversight and operational transparency.

• Dashboard Creation: Design and implement interactive dashboards that provide stakeholders with visual insights into facility performance, resource utilization, asset management, and compliance metrics. Dashboards will allow users to quickly assess key indicators and make proactive adjustments to enhance operations.

• Advanced Analytics: Enable advanced analytics capabilities, including data mining, forecasting, and trend analysis, to support both operational optimization and long-term strategic planning. These capabilities will help PFMD forecast needs, assess future trends, and provide insights into facility conditions, asset lifecycle management, and resource deployment.

• Self-Service Analytics: Provide business users with the ability to generate ad-hoc reports and perform analyses on-demand, reducing dependency on IT resources and enhancing operational flexibility.

• Data Integration and Interoperability: Support seamless integration across multiple systems, including core FMSS (IBM Maximo), Financial Business Management System (FBMS), project management tools, integrated web applications, and cost estimating systems. The platform should aggregate data from these diverse sources to provide a unified view of asset performance, costs, and project status.

Background The Park Facility Management Division (PFMD) is a team of dedicated professionals who provide national-level facility management and expertise for the National Park Service (NPS). PFMD designs and develops products and services to meet the needs of its primary customers, including parks, visitors, and the NPS workforce. To ensure that park facilities are well-managed, PFMD partners with a variety of organizations—both internal and external to the NPS—such as regional offices, other federal agencies, and nonprofit partners, to deliver effective services and ensure operational efficiency.

PFMD provides policy, guidance, program management, funding, and technical assistance across key areas, including facilities management, transportation management, sustainability, accessibility, and employee housing. The division is responsible for executing facility management programs and related operational activities, providing valuable guidance, resources, information, and decision-support to the parks. PFMD’s role is to advocate for responsible stewardship of NPS assets while ensuring compliance with federal laws, regulations, and requirements.

At the heart of PFMD’s operations is the Facility Management Software System (FMSS), which is the NPS instance of a customized version of the commercial-off-the-shelf (COTS) IBM Maximo® enterprise asset management software. FMSS integrates multiple tools and systems, including web applications, databases, reporting tools, Excel spreadsheets, Sage Timberline Cost Estimating Software, and other systems such as the Financial Management Business System (FMBS) and Project Management Information System (PMIS). This integrated suite enables PFMD to efficiently track and manage park assets, locations, work orders, and service data across the entire NPS network.

As PFMD continues to enhance its ability to manage assets and facilities on a national scale, it recognizes the need to leverage advanced analytics and business intelligence tools to support decision-making and improve operational efficiency. A robust analytics and BI platform will allow PFMD to harness the vast amounts of data from FMSS, financial systems, cost estimating tools, and project management systems to derive actionable insights. These insights help PFMD optimize asset utilization, improve cost management, streamline maintenance processes, and enhance sustainability efforts.

This sources sought notice seeks to identify potential analytics and business intelligence platforms that can seamlessly integrate with PFMD’s existing systems and provide the necessary tools to improve data visualization, reporting, and decision support. By identifying the right platform, PFMD aims to enhance its capacity to analyze asset performance, track maintenance needs, manage costs, and forecast future requirements, all of which are critical to maintaining the NPS’s diverse and valuable portfolio of assets.
