About this file

This document is a Request for Quotation (RFQ) from the Washington Department of Fish and Wildlife (WDFW) for the fabrication, assembly, and installation of a new and unused 900-gallon aluminum fish transport tank and flatbed on a WDFW truck. The intent is to build a road-legal fish transportation tank truck capable of top loading fish and water, and releasing them through a bottom/rear release valve in an automated manner without harming the fish. The truck must be able to transport fish and water a minimum of 100 miles. Vendors submitting bids must be registered with the Federal Motor Carrier Safety Administration. WDFW will deliver the truck to the winning bidder in Washington, Oregon, or Idaho, and the completed unit must be delivered to the Kendall Creek Hatchery in Deming, WA by September 24, 2025.

The RFQ specifies detailed technical requirements for the flatbed, tank, and various systems such as aeration, oxygen, and discharge. Vendors must provide pricing for the flatbed and tank, as well as any optional items. The RFQ states that Washington state sales tax will be added to the final invoice, and vendors must provide a prompt payment discount. There is no guarantee of additional orders beyond the initial quantity, but the award will allow for future purchases under the same terms and conditions within one year.

SPECIFICATIONS:

This specification solicits bids for the build and install of a flatbed and fish tank on a new Ford F600 truck operated by the Washington Department of Fish & Wildlife (WDFW) Hatchery Program.

VENDOR REQUIREMENTS: Vendors submitting bids on tank, cargo hold, and truck related needs must be registered with the Federal Motor Carrier Safety Administration (FMCSA) to ensure they are in compliance with all FMCSA regulations. See these links https://www.fmcsa.dot.gov/registration/get-mc-number-authority-operate https://www.fmcsa.dot.gov/registration/getting-started and https://safer.fmcsa.dot.gov/mcs150t/pkg_ct_public.prc_ct_public_search

PART 1-GENERAL

The intent of these specifications is to communicate a performance-oriented specification to the Contractor. All details of fabrication will be communicated by the Contractor to WDFW with drawings or any other means needed before proceeding with fabrication.

1.0 THE INTENT

A) The intent of this work is to build a road legal fish transportation tank truck (fish truck), for top loading fish and water at one location though a top port via water‐ to‐water or fish to water transfer and releasing fish and water at another location through a bottom/rear release valve. The entire operation shall be in a manner as automated as possible and with no harm to fish. Truck will be able to transport fish and water a minimum of 100 miles from point of origin. The truck will be fitted with the most recent technology in fish transport life support systems, to meet or exceeded fish transport protocol.

B) The tank and truck will be sized to be able to haul 900 gallons for full loads, 650gallons for lighter loads and empty when not transporting fish and water. Total water weight for 900 gallons is 7,510 lbs. The tank‐truck unit shall meet all weight and size requirements in accordance with ICC regulations and State Transportation regulations for Oregon and Washington without benefit of a special permit.

C) We will deliver the truck to be used in this build to Washington Oregon or Idaho to the winning bidder.

D) The truck consists of a basic cab and chassis with frame rails. The total weight of the bare cab/chassis will be 7,310.

E) Total weight of completed truck with accessories should not exceed 13,000 pounds unloaded. Total GVWR of the truck is 22,000 lbs.

1.2 SCOPE

A) The contract will include the fabrication of the tank, systems, and all accessories, per these specifications and shop drawings by the Contractor, the mounting of said tank and accessories on truck chassis, and making the truck fully road legal, and all fish transport and life support systems fully operational.

1.03 SYSTEM DEFINITIONS

A) Aeration: The Aeration system is comprised of individual aerators that extend down into the tank. The aerators shall be designed to operate independent of one another. They function by drawing water in at the bottom, mixing it with air, and releasing it at the top.

In this way the aeration system both mixes the water and helps to maintain saturation levels of oxygen in the water.

B) Baffle: The Baffle system partially breaks the tank into compartments, thereby reducing water sloshing in the tank, which is undesirable for fish health, and for vehicle stability.

The baffles also serve other purposes; they add strength to the tank, especially around the hatch opening, and they are used to house the aerator shafts. The aerator shaft can be contained between the baffle walls, behind a section of baffle wall made of perforated plate to allow water movement.

C) Oxygen: The Oxygen system is comprised of tanks of compressed oxygen, flow regulators, flow meters, tubing and diffusers. The oxygen flow is driven by tank pressure alone through the tubing system to be released at the bottom of the tank through diffusers.

Note: Polychlorinated biphenyls, commonly known as PCBs, have adverse effects on human health and the environment. Accordingly, the State of Washington through its procurement of goods is trying to minimize the purchase of products with PCBS and to incentive its vendors to sell products and products in packaging without them. WDFW respectfully requests any packaging be without color or dyes.
