About this file

This is a Personnel Qualifications document detailing the staffing requirements and labor qualifications for a Security Monitoring Center contract at Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The document outlines specific requirements for contractor personnel to provide 24/7/365 on-site, unarmed security systems monitoring with three contractor employees per shift, plus one project manager during core hours (0800-1600 Monday-Friday).

Key personnel requirements include a Senior Technical Representative (STR) to manage the overall effort and a Program Manager with minimum qualifications including five years of supervisory experience, two years of law enforcement experience, five years as an Alarm Monitor/Emergency Dispatcher, and a Secret clearance. The labor mix must follow a specific shift structure (Day 0600-1400, Evening 1400-2200, Mid 2200-0600) with designated Shift Leads. Contractors must justify any proposed labor mix that deviates from the government estimate by 5% or more, and 100% of work must be performed at government sites. Resumes are required for all Key Personnel, with a two-page limit per resume, and Letters of Intent are required for any proposed personnel not currently employed by the contractor.

A. Recommended Labor Mix

(1) Offerors shall provide a complete labor matrix, by completing the Staffing Plan Attachment 2, representing the full five (5) year estimated hours that demonstrates an appropriate mix of personnel to accomplish all tasks in the SOW. The labor matrix staffing plan shall correlate proposed Key Personnel with their corresponding hours to each assigned SOW task. The labor matrix shall also correlate the labor categories for all Non-Key Personnel with their corresponding hours to the SOW tasks.

Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the SOW in a high quality, efficient, and cost effective manner. Nevertheless, the Government has provided the below labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. The below estimate will be considered in evaluating proposals.

Contractor personnel shall hold a minimum of a (Interim) Secret clearance in accordance with Executive Order (E.O) 12968. The contractor shall provide three (3) contractor employees 24 hours a day, 7 days per week, 365 days per year (24/7/365) on-site, un-armed, non-law enforcement, security systems monitoring for the NUWCDIVNPT Security Monitoring Center (SMC) its detachments, and associated assets supporting NUWC.

The Contractor shall provide one (1) project manager during core working hours. Core working hours are 0800-1600 Monday thru Friday excluding observed holidays. Project manager shall ensure resources, assignments, staffing, and training are administered to support the NUWCDIVNPT SMC SOW. The Contractor shall designate one (1) Shift Lead for each of the three (3) duty periods daily, 7 days per week.

The Government strongly recommends offerors provide the following labor mix, which includes all Key Personnel:

Offerors may propose the estimated labor mix shown in the table above or deviate. If an offeror’s proposed labor mix differs from the Government’s estimate by fivepercent (5%) or greater, in terms of labor hour distribution, the offeror shall provide rationale within the Offeror’s Staffing Plan Narrative to explain why the proposed deviation is appropriate. The rationale shall not exceed five (5) pages. Offerors that propose too low of a number of hours risk being determined unacceptable as it I unlikely to few personnel is a significant performance risk. If the offeror’s proposed labor mix differs from the Government’s estimate by five percent (5%) or greater, in terms of labor hour distribution, and the Offeror does not provide the required rationale it may result in upward cost adjustments and/or one or more weaknesses/deficiencies during evaluation.

In order for the labor mix rationale to demonstrate the proposed deviating labor mix is appropriate, it shall address:

(i) How the proposed labor mix deviation in terms of level and area of expertise (e.g., proposed labor categories) is suitable for performance of the SOW tasking as it relates to the estimated level of effort per SOW task, and associated complexity identified in the SOW;

(ii) How relationships between labor categories will be structured and operate at the task level to accomplish the tasking efficiently and effectively (e.g., peer review process, senior to junior level oversight and interaction, etc.).

(iii) How/why the proposed labor mix will result in a high quality, efficient, and cost effective solution.

(2) For the purposes of defining how a deviation will be calculated, the Government will sum together the absolute value of all labor hour increases and decreases. This total will then be divided by the total estimated hours specified in the solicitation.

For example: the Government’s solicitation is for 86,400 total estimated hours and specifies a labor mix deviation percentage of 5%. An offeror decreases Labor Category A by 500 hours, decreases Labor Category B by 1,000 hours, and increases Labor Category C by 1,500 hours. The sum of the deviation is 3,000 hours total. Therefore, a rationale shall be provided by the offeror since its proposed deviation percentage is 30% (3,000/10,000).

(3) Labor Categories cited must be titles listed at the NUWC Division Newport Contracts Website https://www.navsea.navy.mil/Home/Warfare-Centers/NUWC-Newport/Partnerships/Commercial-Contracts/Labor-Categories/ For Labor Categories that provide for various Levels (I, II, III, IV), select the Level that matches the proposed individual.

Note for Service Contract Labor Standards (SCLS) Labor Categories Only: Offerors may propose an SCLS labor category listed in the SCA Directory of Occupations (see http://www.dol.gov/whd/govcontracts/sca.htm) even if the SCLS labor category is not listed at the NUWC Division Newport Contracts Website. The appropriateness of any proposed SCLS labor category not listed at the NUWC Division Newport Contracts Website shall be included in the offeror's narrative.

(4) The offeror shall assign a number of hours to each Labor Category proposed. If a single labor category is proposed with both Key and Non-Key Personnel, the offeror shall break down the distribution of hours between Non-Key Personnel and each Key Person.

(5) Within the Labor Matrix Staffing Plan, the offeror shall include a breakdown of the proposed distribution of hours between the Government site(s) ). The Government anticipates that (100%) of the labor hours will be performed at the Government site(s) and (0.0%) of the labor hours will be performed at the Contractor site(s). No deviation from this percentage is permitted and offerors proposing hours at other than Government site will be deemed unacceptable.

B. Key Personnel Qualifications

(a) Identify the Senior Technical Representative (STR) designated to manage the overall effort as a Key Person and serve as the primary point of contact with the Contracting Officer’s Representative (COR). Address the STR's authority, ability to independently commit company resources to performance under the task order, the STR's line of communication to senior company management. Describe the STR's previous experience managing similar efforts.

The STR does not need to be proposed as a part of the Level of Effort, directly charging to the task order. If the STR is not proposed as part of the level of effort performing on-site at NUWCDIVNPT or at a contractor location within local commuting distance of NUWCDIVNPT, the offeror shall demonstrate that the STR can effectively and efficiently manage day-to-day tasks from a remote location.

Include a resume for the STR.

(b) Identify and provide resumes for a minimum of (1) Key Personnel inclusive of the STR, covering the below areas of expertise (if the resumes are included elsewhere in the proposal, e.g. the STR, identify their locations and do not resubmit). With the exception of the STR, required per item (a) above, all Key Personnel must be personnel that will be charged directly to the task order and not as a part of any indirect cost.

The qualifications listed in each individual proposed Key Personnel resume, not the specific individual, are the materially relevant aspects of the proposed Key Personnel partially forming the basis of award under C-237-H002, Substitution of Key Personnel. Therefore, even if a proposed Key individual becomes unavailable to the offeror between proposal submission and award, the Government will evaluate and make its award decision based on the qualifications listed on the proposed resume(s). Failure to provide references or enclosures or submission of enclosures that violate DFARS 222.7402 and DFARS 252.222-7006 may render an offeror’s proposal ineligible for award. LOIs, inclusive of any references or enclosures, are not subject to a page limitation and shall not include compensation amounts in the technical volume.

Note: Resumes are not required for Non-Key Personnel. Resumes submitted for Non-Key Personnel, apart from that of the STR, will not be evaluated.
