About this file

This document is a Florida Department of Environmental Protection (FDEP) Solid Waste Construction Permit for the Sarasota County Public Utilities Department's Central County Solid Waste Disposal Complex. The permit authorizes the construction of Phase III, a 52.8-acre expansion of the existing landfill, including two double-lined leachate storage ponds covering approximately two acres with a combined storage volume of 1,400,000 gallons. The permit modification (No. 0130542-037-SC-IM) was issued on February 14, 2024, and allows for the construction of environmental cutoff walls, an infiltration basin for dewatering effluent, and modifications to the liner system in the northeast corner of the Phase III area.

The permit includes detailed specifications for the landfill expansion, such as a bottom liner design with double 60 mil HDPE geomembrane, a geosynthetic clay liner, and a drainage composite. The final elevation of Phase III will be +121 feet NGVD, with 3H:1V slopes and a 5% top slope. The facility includes a pre-stressed concrete leachate storage tank with a 1.8 million-gallon capacity. The permit is valid until September 16, 2025, with a permit renewal application due by July 17, 2025. The construction must follow the approved design, drawings, and Construction Quality Assurance (CQA) plan, with the engineer of record required to certify the completion of construction in substantial conformance with the approved plans.
