About this file
This Performance Work Statement (PWS) details the repair of two non-functional Hydratight Model No. 2Y07900 hydraulic bolt tensioners for Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). The contractor is required to conduct a comprehensive evaluation of the tensioners, including a full inspection, identifying defective components, and determining reparability. If one unit is non-repairable, the contractor may cannibalize it to support repairing the other unit.
Key requirements include submitting an evaluation report within 10 business days, providing a detailed repair quote, and completing repairs using OEM or equivalent parts. The contractor must thoroughly clean and test the tensioners, verifying hydraulic performance and sealing integrity. Deliverables include pre- and post-repair photographs, a list of replacement components, and test results. The contractor must have at least 10 years of experience with hydraulic tensioner assemblies, implement a Quality Control Program, and provide a 90-day warranty on materials and workmanship. PHNSY & IMF will handle shipping of the equipment to and from the contractor's facility.

Performance Work Statement (PWS) Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility
Repair of Hydraulic Bolt Tensioners
1.0 Scope: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) has two (2) Hydratight Model No. 2Y07900 bolt tensioners that are currently non-functional. Hydratight bolt tensioners are precision hydraulic tools used in high-pressure bolting applications. These units are essential to mission-critical operations and must be maintained in serviceable condition. The Government seeks to determine the feasibility and cost of repairing two non-operational units currently in inventory. The Contractor shall evaluate the condition of two (2) Hydratight bolt tensioners and provide a detailed quotation for repair. If one unit is determined to be non-repairable, the Contractor is authorized to cannibalize it for usable components to support the repair of the other unit. Cannibalization is permitted only when it is the most cost-effective and technically feasible solution to restore at least one unit to full operational status.
If the Government accepts the Contractor’s quote following inspection, the repair effort will be incorporated into the contract via a formal modification.
2.0 Requirements / Description of Work: The Contractor shall furnish all management, labor, materials, tools and equipment necessary to disassemble, inspect, repair and test each bolt tensioner.

2.1.5. Quotation
2.1.5.1 Submit a firm-fixed-price quote for repair of each unit.
2.1.5.2 If one unit is deemed non-repairable, include a quote for cannibalizing it to repair the other.
2.1.5.3 Quote must include:
2.1.5.3.1 Itemized cost breakdown (labor, parts, testing)
2.1.5.3.2 Lead time for repair
2.1.5.3.3 Warranty terms
Note: If the Government accepts the quote, the price will be evaluated for fair and reasonableness, and the repair effort will be incorporated into the contract via a modification issued by the Contracting Officer. No additional repairs shall be performed unless authorized by the Contracting Officer.

2.2.2.2 Use salvaged parts solely for repair of the other unit
2.2.2.3 Return remaining components of the non-repairable unit to the Government
2.2.2.4 Provide a disposition report detailing salvaged and returned parts
2.3 Deliverables
