About this file

This Performance Work Statement (PWS) details a services contract for water wells inspection and testing at Beale Air Force Base (AFB). The objective is to identify requirements for repairing and upgrading the base's drinking water system, which currently consists of seven wells originally installed in the 1940s. The contractor will be responsible for comprehensive inspection and testing of the wells, including visual assessments of above-ground features, electrical and mechanical system evaluations, performance testing, downhole inspections, and a regulatory compliance review.

The contract is for a one-year base period from November 2025 to October 2026, with specific deliverables required at various stages, including an inspection and testing plan, visual inspection photos, regulatory compliance package, operational testing completion logs, and a final comprehensive inspection report. The contractor must be a California licensed professional engineer with at least 5 years of experience in well design and construction. An optional service is included for potential repairs to Well 5, which has known pump and/or downhole equipment issues. The work will be performed in well fields located west of the flightline at Beale AFB, with restrictions on ground-disturbing activities between November 1 and May 1.
