GENERAL INFORMATION

1. GENERAL:

This is a non-personnel services contract to provide a Vindicator® Badge Manager (VBM) system upgrade. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation and upgrade of the current VBM system located in building 2403 Pass and ID office as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract.

Hardware Description: Please refer to the items at the end of this document for details.

1.2 Background:

The 36 Security Forces Squadron generates Restricted Area Badges (RAB) for all secure areas on Andersen AFB utilizing the Vindicator® Badge Management system (VBM). The current Windows 7 experiences frequent hardware and software issues. To remedy the problems the system needs to be upgraded from Windows 7 to Windows 10.

1.3 Objectives:

1. To create a robust VBM sustainment program by upgrading the system, establishing turnkey reserve equipment. Modernize the user interface to the platform, allowing efficient access and navigation.

a. Enhance security protocols, ensuring the base security is meeting Air Force standards.

b. Expandability, ensure the system can continue to perform at optimum levels as badge generation increases over the foreseeable future. The modernized system should be able to accommodate new badges, users, and locations without being overloaded by data.

2. Sustainability Strategy:

a. Regular Software Updates: Schedule regular updates and patches to address emerging security vulnerabilities and incorporate new technologies.

b. Dedicated Support Team: Establish a team of technical experts available for troubleshooting, ensuring issues are resolved quickly to minimize downtime.

c. Training and Knowledge Transfer: Provide ongoing training to all system users and administrators to ensure they are well-versed in new features and best practices.

d. Backup and Data Redundancy: Implement a backup solution for data redundancy and disaster recovery to ensure minimal disruption in case of technical failures.

e. System Performance Monitoring: Continuously monitor system performance to identify potential issues (e.g., latency, downtime) and resolve them proactively.

f. Cost Management and Budgeting: Develop a 3-year budget plan to allocate resources effectively, ensuring that both operational costs and any necessary upgrades are covered without compromising quality.

g. Customer Feedback Mechanism: Regularly gather feedback from users to make iterative improvements and stay aligned with their needs and expectations.

By focusing on these objectives, the Vindicator system will not only see a successful upgrade but will also be positioned for long-term sustainability and continued relevance over the next three years.

1.3 Scope:

The Contractor shall upgrade, install, and program a new Vindicator Badging Manager WIN 10.

The upgrade will also include installation of a Fargo DTC5500 LMX Card printer with Laminator, VBM Signature Pad, Videology Badging camera, and computer peripherals at B2403 Pass and ID facility. Services include the removal of the current VBM system, the installation and programing of the new AE VBM 3 Badge Manager SA Workstation with AE V3 ACS encryption. Data from the legacy system will be transferred on to the new system. The setting up of a redundant system with V5 ACS Firmware. Additionally, the contractor shall agree to a sustainment obligation for the upgraded equipment and existing Vindicator system to include annual preventive maintenance. The contractor shall ensure the upgraded AE VB 3 Badger Manager SA Workstation and ancillary equipment operate seamlessly with any legacy equipment in use. The contractor shall accomplish a post installation system check and resolve any system issues identified during system testing. Additionally, contractors must provide system training to designated users and program maintainers as designated by the SFS squadron. The VBM should be fully integrated and capable of operating independently without reliance on other network systems, offering secure, high-quality badge production and encoding. The Contractor shall ensure that the Vindicator Badge Manager (VBM) is used to create restricted area badges (RABs) for access control and must meet several specific criteria to ensure both high security and functionality in managing access to sensitive areas. The Contractor shall ensure the VBM shall have the following:

1. High Security and Anti-Counterfeit Features

• Holographic Overlays: To prevent counterfeiting, the badging machine should be capable of adding holographic or custom security overlays that are difficult to replicate.

• UV Printing: This feature allows for invisible text or logos that can only be seen under UV light, adding an extra layer of security.

• Microtext & Microprinting: Tiny text or intricate designs that are nearly impossible to duplicate with standard printers.

2. Customizable Badge Design

• Custom Templates: The ability to create and modify badge designs that fit the specific needs of restricted area access, such as custom security logos, barcodes, QR codes, employee photos, and personal identifiers (e.g., ID number, department).

• Multiple Information Fields: Ability to include detailed information like employee name, clearance level, access codes, and restricted area access, ensuring proper categorization of employees or personnel.

3. Dual-Sided Printing

• Two-Sided Printing Capability: Restricted area badges often require detailed information on both sides of the card, such as personal information on the front and clearance levels or access zones on the back.

• This feature allows the inclusion of critical access details (e.g., areas of clearance) without crowding the card.

4. Encoding Capabilities

• Magnetic Stripe Encoding: For easier access control, the VBM should be capable of encoding magnetic stripes that can store relevant data about the badge holder access rights.

• Smart Card or Proximity Encoding: Support for RFID (Radio Frequency Identification), smart card technology (contact or contactless), or proximity cards ensure that the badge can be used for physical access control in restricted areas.

• Biometric Integration: Integration with biometric systems, such as fingerprint or facial recognition, may be supported to enhance security.

5. Durability and Longevity

• Durable Materials: The VBM should be able to print on materials like PVC, composite cards, or laminated cards to create long-lasting, durable badges that can withstand harsh conditions in restricted areas (e.g., exposure to water, chemicals, or abrasion).

• Lamination Option: Laminated cards provide additional protection against wear and tear, ensuring the badge remains readable and intact over time.

6. Speed and Efficiency

• Fast Badge Production: Depending on the size of the organization or facility, the machine should offer high-speed printing capabilities to produce large volumes of restricted area badges efficiently, while maintaining high print quality.

• Batch Printing: The ability to print multiple badges at once is important for organizations that need to issue badges to many individuals quickly.

7. User-Friendly Interface

• Intuitive Software: The VBM should come with easy-to-use software that allows security personnel to create and manage restricted area badges, design templates, and encode data without requiring specialized technical knowledge.

• Remote Management Capabilities: In larger facilities, remote access to the badging system might be needed to update or manage access control settings for different security teams.

8. Compliance with Security Standards

• ISO Compliance: The VBM should comply with relevant standards such as ISO 9001 (for quality management) or ISO/IEC 7816 (for smart card standards) to ensure that the restricted area badges meet industry security requirements.

• Data Encryption: The VBM should support secure encoding and encryption to protect sensitive personal and access data stored on the badges.

9. Customization for Restricted Area Identification

• Clearance Levels and Access Zones: The VBM should allow the customization of clearance levels or specific access zones, ensuring that each badge accurately reflects the restricted areas the badge holder is authorized to access.

• Color Coding or Barcodes: The system can use different color schemes, barcodes, or QR codes to make it easy to visually identify employees.

• Access rights at a glance.
