About this file
This is a Performance Work Statement (PWS) for forklift rental and maintenance services at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) in Hawaii.
The Government requires one 7.5-ton heavy-duty forklift equipped with long tines (minimum 72 inches), diesel fuel capability, and pneumatic tires on a bare rental basis (without operators) for a 12-month Base Period with one 5-month Option Period. The forklift must include unlimited hourly usage and all OEM-required preventative and corrective maintenance, troubleshooting, and repairs included in the firm-fixed rental price. The contractor shall deliver the equipment on or before the Base Period start date and retrieve it upon completion at no additional Government cost. All delivery, scheduled maintenance, and non-emergency repairs shall occur during normal Government duty hours (0630-1500, Monday-Friday, excluding Federal holidays); however, 24/7 notification accessibility is required for emergency repairs. The contractor must respond to repair notifications within 24 hours with diagnostics, tools, and parts on-site. If the forklift cannot be repaired and returned to operational status within 24 hours of notification, the contractor must provide an equivalent replacement unit at no additional cost until the original is repaired and re-inspected. The contractor shall maintain complete maintenance logs and submit a Monthly Forklift Utilization and Hour-Meter Report by the 5th working day of each month, along with a Quality Control Plan within 15 days of contract award. Pre-award equipment inspection at the contractor's facility is required, and failure to provide facility access or meet operational/safety standards results in technical unacceptability for award. The contract is exempt from Service Contract Labor Standards as a bare equipment rental without operators and falls under FAR 52.212-4 for commercial products and services. All contractor personnel must be U.S. Citizens, pass background checks, obtain a GREEN access badge, and comply with PHNSY&IMF security, safety, and environmental requirements specified in the appendices.

PERFORMANCE WORK STATEMENT (PWS)
FORKLIFT RENTAL AND MAINTENANCE SERVICES
PART 1: GENERAL INFORMATION
1.1 Description of Services / Introduction
This is a non-personal, "bare" equipment rental contract (without operators) to provide heavy-duty forklift rental and comprehensive maintenance services. The contractor shall provide all equipment, transportation, and OEM-required maintenance services as specified in this Performance Work Statement (PWS). Because the principal purpose of this contract is the lease of personal property without operators, the requirement is exempt from the Service Contract Labor Standards (SCLS). The Government shall not exercise any supervision or control over the contract service providers. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 Background
Pearl Harbor Naval Shipyard & IMF (PHNSY&IMF), a naval industrial facility located on the island of Oahu, Hawaii, maintains, overhauls, and repairs various vessels for the US Navy. Over 5,200 military and civilian personnel work to keep the US Navy “Fit to Fight”. Forklift availability is crucial to ensure the completion of day-to-day activities within the Shipyard to support the Fleet.
PHNSY & IMF has a recurring and staggered operational demand to move standard, heavy, and oversized military cargo. To ensure uninterrupted logistical throughput and warehouse safety, the requiring activity requires heavy-duty material handling equipment (MHE) with specialized configurations (long tines), using diesel fuel and pneumatic tires.
1.3 Objectives
The primary objective of this contract is to secure reliable, safe, and fully operational forklifts equipped with extended/long tines, accompanied by rapid-response preventative and corrective maintenance. This support ensures maximum equipment availability and operational readiness.
1.4 Scope
The contractor shall deliver, rent, and maintain a heavy-duty forklift configured with long tines, using diesel fuel, and pneumatic tires on a "bare rental" basis (without operators).
Forklifts with rigging points are preferred but not required. The requirement includes:
• One (1) 7.5-ton forklift (16,500 lbs. capacity) forklift for a twelve (12) month Base Period.
• All required preventative and corrective Original Equipment Manufacturer (OEM) maintenance, troubleshooting, and repairs included in the rental price.
• One (1) five-month option period to extend the complete fleet rental.
• Unlimited hourly usage.
1.5 Period of Performance
The period of performance shall consist of a twelve (12) month Base Period, with equipment deliveries, and one (1) five (5) month Option Period.
• Base Period: Twelve (12) Months from Contract Award.
• Option Period 1: Five (5) Months.
1.6 Quality Control
The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure all services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which they guarantee that their work complies with the requirements of the contract. The contractor shall submit a comprehensive written QCP to the Contracting Officer (KO) and Contracting Officer's Representative (COR) for approval within fifteen (15) calendar days after contract award (Technical Exhibit 2). After acceptance of the QCP, the contractor shall receive the KO's acceptance in writing prior to implementing any proposed changes to their QC system.
1.7 Government Remedies
The Contracting Officer shall follow Federal Acquisition Regulation (FAR) 52.212-4, "Contract Terms and Conditions—Commercial Products and Commercial Services" for the contractor's failure to perform satisfactory services, respond within established timeframes, or replace inoperable equipment.
1.8 Hours of Operation
The contractor shall perform all delivery, retrieval, scheduled maintenance, and non-emergency repair services during normal Government duty hours, from 0630 to 1500, Monday through Friday, excluding Federal holidays. For emergency repair services or notifications of inoperability, the contractor shall maintain 24/7 notification accessibility.
1.9 Place of Performance
The contractor shall deliver and service the forklifts at PHNSY and IMF.
