· Place of Performance: The workplace is U.S. Army Aberdeen Test Center (ATC), 6943 Colleran Road, Aberdeen Proving Ground, Maryland 21005.
· Period of Performance (PoP): This services requirement currently has a five-year (5-year) continuing need and is planned to be awarded with a 12-month base period, and four (4) Option Periods to be exercised upon bona fide need.
· Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense Imagery Management Operations Center and contained at www.dimoc.mil/resources/limitations/, the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website without written permission from the contracting officer.

3. Performance Requirements : The Contractor shall deliver the following outcomes to ensure the continuous and reliable operation of the supported mission-critical infrastructure.
3.1 Scheduled Preventive Maintenance: The Contractor shall perform a comprehensive maintenance program for all UPS units and associated batteries. This program shall include:
· UPS Units: Two (2) preventative maintenance visits per unit per year (one major, one minor) in accordance with Original Equipment Manufacturer (OEM) specifications and standard commercial practices. This includes visual inspections, system diagnostics, cleaning, environmental analysis, and checking all connections and components.
· Four (4) dedicated battery preventative maintenance visits per unit per year. This includes visual inspection, data measurement (impedance/conductance, voltage, temperature), cleaning and retorquing terminals, and a health analysis to identify failing cells.
3.2 Scheduled Component Replacement: The Contractor shall perform full battery string and capacitor assembly replacements based on the lifecycle schedule provided in Section 5.2. All replacement components shall be new OEM-standard parts. The Contractor shall coordinate with the Contracting Officer’s Representative (COR) to schedule replacements within +/- 60 days of the dates specified.
3.3 Unscheduled Emergency Repair: The Contractor shall provide a qualified technician on-site at the specified ATC location within four (4) hours of receiving an emergency service location.
3.4 Legacy Parts Delay Exception: The 4-hour on-site response time is strictly mandatory. However, the Government acknowledges that sourcing components for legacy equipment may delay the final resolution of the repair. The Contractor shall not be penalized for extended repair timelines caused solely by the documented obsolescence or commercial unavailability of legacy parts, provided the Contractor immediately notifies the Contracting Officer and Contracting Officer's Representative (COR) of the delay, and provides a written quote or supplier statement with a documented Estimated Time of Arrival (ETA) for the required components.
3.5 Parts Provisioning and Obsolescence: The Contractor shall include all parts, labor, and travel to diagnose the fault and complete the schedule maintenance and unscheduled repairs, restoring the unit(s) to full operational status.
3.6 OEM Standard: The Contractor shall utilize OEM parts for all replacements and repairs.
3.7 Form, Fit, and Function Equivalency: In the event OEM replacement parts are demonstrably obsolete or commercially unavailable for legacy units, the Contractor may utilize aftermarket, third-party, or high-quality refurbished parts that meet or exceed the original "form, fit, and function" specifications. The use of any non-OEM parts requires prior written notification to, and approval by, the COR before installation.
3.8 Beyond Economic Repair (BER): If the Contractor determines during maintenance or emergency service that a specific unit or component is BER, the Contractor shall immediately halt repair efforts.
3.9 BER Threshold: A unit may be considered BER if critical parts are permanently unavailable, or if the estimated cost of the repair exceeds 65% of the unit’s current replacement value.
3.10 Reporting: Following any maintenance or repair visit, the Contractor shall provide the COR with a detailed written service report. The report shall summarize all actions performed, list any deficiencies found, and note the corrective actions recommended or taken. For battery maintenance, the report must include tables and trend graphs for voltage and impedance.
