About this file
This document is a Performance Work Statement (PWS) for the support and maintenance of two PerkinElmer Liquid Scintillation Counters owned by the Department of Energy (DOE) Radiological and Environmental Sciences Laboratory (RESL). The PWS includes requirements for annual preventative maintenance, on-site corrective maintenance and repair services, and the procurement and installation of replacement parts as needed to keep the instruments operational. The work will be performed at the contractor's location as well as on-site at the RESL facility in Idaho Falls, ID. The PWS also includes a Quality Assurance Surveillance Plan that outlines the performance standards, acceptance criteria, and monitoring methods for the required services.
The related federal contract opportunity is a notice of intent to award a sole source service maintenance agreement for the RESL's PerkinElmer instrumentation, specifically the Quantulus GCT 110 V and Tri-Carb 5110TR 110 V models. The DOE intends to award the contract to Oxford Instruments America, Inc. as the Original Equipment Manufacturer (OEM) and only known source capable of providing the required comprehensive maintenance and support. The notice allows for potential alternate sources to respond by September 27, 2024 if they can meet the RESL's requirements. The contract was awarded on September 30, 2024 to an unknown vendor for an unknown amount.

PERFORMANCE WORK STATEMENT
Department of Energy (DOE)
Radiological and Environmental Sciences Laboratory (RESL)
A. Introduction:
This Performance Work Statement (PWS) is for the support of existing PerkinElmer Liquid Scintillation Counters. It includes preventative maintenance and corrective maintenance services.
The United States Department of Energy (DOE) Radiological and Environmental Sciences Laboratory (RESL) currently owns the following PerkinElmer Liquid Scintillation Counters:
Model: Tri-Carb 5110TR SN# SGLO 3819 1147 Manufacturer: PerkinElmer
Model: Quantulus GCT 6220 SN# SGLO 3117 0554 Manufacturer: PerkinElmer
B. Background:
RESL conducts cost-effective measurement quality assurance programs that help assure that key DOE missions are completed, assuring quality and stability of laboratory measurement systems throughout DOE, and by providing expert technical assistance.
The PerkinElmer equipment is used to support the DOE Laboratory Accreditation Program required by 10 CFR 835 and its Mixed Analyte Performance Evaluation Program.
This PWS includes purchasing service maintenance support for the above-listed equipment, emergency on-site visits, and parts as needed to support RESL’s current equipment and RESL’s future needs using PerkinElmer instrumentation.
C. Scope of Work:
The following describes the work effort for services, as ordered under this PWS.
The contractor shall provide all maintenance and repair services on-site as well as procure and install replacement parts and supplies when necessary to maintain the proper operation of the listed instruments and equipment itemized in section A.
Task 1 – Preventative Maintenance The contractor shall perform preventative maintenance (PM) for all liquid scintillation counters listed in section A on an annual basis. PM shall be performed in accordance with the original manufacturers’ guidelines. Preventative maintenance services include but are not limited to cleaning and operation of the computer boards, cleaning and operation of the photomultiplier tubes, computer system backups, system calibration, sensitivity checks, and associated module checks for proper functionality.
Task 2 – Corrective Maintenance/Service Repairs

Replacement parts and circuit boards shall be either shipped to or physically carried by the contractor to the RESL Laboratory, to the attention of the Technical Monitor, within one workday after notification of need for such by the Technical Monitor. The contractor shall be responsible for installation and proper functioning of all replacement parts and circuit boards and any other repair service performed.
D. Quality Surveillance Plan:
The Quality Surveillance Plan shown below will be utilized by RESL in monitoring contractor performance. It clearly delineates the performance standard applicable to particular tasks, the maximum allowable deviation which constitutes acceptance criteria, and the method of surveillance that will be utilized for that activity.
