About this file

This Performance Work Statement (PWS) Supplement details healthcare worker exposure protocols for blood and body fluid incidents at medical facilities. The document outlines comprehensive medical response procedures for contract healthcare professionals who experience parenteral or mucous membrane exposures to blood or body fluids. Key requirements include prompt medical evaluation, source patient testing for Hepatitis-B, Hepatitis-C, and HIV, and mandatory follow-up testing and treatment at 1, 3, and 6 months post-exposure. The contractor is responsible for ensuring infected workers receive immediate counseling, potential HIV prophylaxis, and referral to an infectious disease specialist. The contracting officer retains the right to remove healthcare personnel from the contract if exposure protocols are not met or if test results reveal a contagious disease.

1. All contract healthcare workers performing direct healthcare services under this contract who experience a parenteral(e.g., needle-stick or cut) or mucous membrane exposure (e.g., splash to the eye or mouth) to blood or body fluids shall receive prompt evaluation. The medical treatment facility (MTF) will request permission from the source patient to evaluate risk and test for Hepatitis-B, Hepatitis-C, and Human Immunodeficiency virus (HIV) and will provide a report of the findings to the contractor. It shall be the contractor's responsibility to provide appropriate treatment as needed to possibly include Tetanus-diphtheria booster, Hepatitis-B vaccine booster, Hepatitis-B Immune Globulin, or HIV post-exposure prophylaxis. The contractor shall be responsible for providing the contract healthcare worker with initial testing and appropriate follow-up testing at 1,3, and 6 months post exposure. The contractor shall insure that the contract healthcare worker receives appropriate prompt counseling and is referred immediately to a private infectious disease specialist for consideration of any HIV post-exposure prophylaxis. The Government may require the contractor to provide evidence of the status of treatment and testing of the individual contract healthcare worker under the contract.

2. Failure to meet the requirements stated herein, or when test results determine a contract HCP has a contagious disease, the Contracting Officer may, upon the advice of the MTF Director or his clinical staff, determine that such contract HCP is not an acceptable individual to perform services under this contract.
