Performance Work Statement

PART 1

1.0 GENERAL INFORMATION

1.1 This is a non-personal services contract to provide Temperature Control Monitoring

System

1.2 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform REES Temperature Monitoring System as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.

1.3 Background: Environmental temperature monitoring is a critical element that is crucial to ensure the safety of patient care. Environmental monitoring has historically been performed by technicians taking temperatures from analog thermometers every four, eight, or twenty four hours. Manual temperature recording has proven to be inaccurate, requires additional manpower and does not provide immediate actionable information. Critical supplies, such as immunizations, have been destroyed due to the lack of an automated temperature monitoring system and costs thousands of dollars. Fully automated systems were developed to provide real time data and identify the need for corrective action to material managers.

1.4 Objectives:

- Provide an automated Centralized Environmental Monitoring System as noted on attached spreadsheet of probes and senor locations.

- Recalibrate and certify the monitoring system annually as noted on attached spreadsheet of probes and senor locations.

- Provide onsite end user training.

- Provide biweekly onsite inspection of system. Ensure the longevity room temperature pharmacy medication.

1.5 Scope: Temperature and Humidity transmitters to preserve and monitor temperatures for room temperature medications. The manufacturer is required to provide necessary installation and validation of an Automated Centralized Environmental Monitoring System for U.S. NMRTC

San Diego and affiliated Branch Medical Clinics perishable supply refrigerators, freezers, incubators, and ambient spaces. Spaces include the Laboratory, Pharmacy, Immunizations, Morgue, Logistics, Kitchen, and Ward/Clinic spaces were blood, reagents, immunizations, and/or pharmaceuticals are stored. The intent of this PWS is for Naval Medical Center San

Diego (NMCSD) and Branch Medical Clinics to be capable of monitoring temperature in refrigerators, freezers, and ambient spaces throughout both facilities 24/7/365. Humidity, pressure and flow readings are additional environment factors the system is required to monitor.

The manufacturer is required to provide necessary training for the system, all maintenance, 24/7/365 support and service required to keep the system operational. Additionally, the manufacturer is required to provide all other accessory components necessary for the operation of the Automated Centralized Environmental Monitoring System for NMCSD and Branch

Medical Clinics. All system components, accessory components, and technology shall be approved by and be compliant with the FDA requirements to monitor medical and pharmaceutical products for use in the United States of America.

The scope of work performed under these specifications includes the furnishing of necessary hardware and accessory components to assure continued operation at the equipment’s designed capability and capacity.

Subsequent to Contracting Officer approval of the recommended implementation, the contractor shall, as part of this task, provide a complete and usable Environmental Monitoring solution that will integrate into the current facility infrastructure. The manufacturer must provide a “Turn

Key” solution to include the installation of any and all required hardware, electrical connections, data, cabling, and wiring.

The system will be installed according to the manufacturer’s specifications and display highest level of quality that is complimentary to the interior design. Sensors, grommets, wall plates, receptacles, mounting brackets and all other installed products must be professionally installed without damage to the surrounding finishes or equipment. The Contractor, with the oversight of the Contracting Officer Representative (COR), shall approve all installed products, regardless of relevance. Cut sheets with color selections components and features must be approved by the

Contracting Officer or COR prior to procurement. The Contractor is responsible for the coordination of equipment selection with NMCSD regardless of the procurement authority. This is a total turnkey solution.

1.6 Period of Performance (PoP):
