About this file

This is a Performance Work Statement (PWS) for the acquisition of a new Self-Contained Breathing Apparatus (SCBA) bottle filling station for the fire department at Westover Air Reserve Base. The current SCBA systems from 2008 are no longer manufactured by BAUER, and repair parts are unavailable, creating a critical need for replacement to maintain firefighting capabilities.

The PWS requires a contractor to supply and install a new SCBA filling station capable of filling at least three 4500 PSI 60-minute SCBA bottles simultaneously, with an auto cascade system rated at 6000 PSI. Key requirements include electronic carbon monoxide monitoring, RFID tracking capabilities, B-virus free air intake system, and specific dimensions of 101"x38"x78". The contractor must also provide comprehensive training, 24-hour repair service, and remove/dispose of the existing unit. The period of performance is 90 days from contract award, with work to be performed at Westover ARB in Chicopee, MA. The project includes quality control requirements, environmental compliance measures, and final testing procedures for both position and operational functionality. The contractor must coordinate with base security for access and submit required documentation seven days prior to base access.

Performance Work Statement For 439th Contracting Flight New Self-Contained Breathing Apparatus Bottle Filling Station

1.0 OBJECTIVE. This Performance Work Statement (PWS) provides for the acquisition of a new Self-Contained Breathing Apparatus (SCBA) bottle filling station for the fire department’s SCBA bottles used in SCBA air packs for fire suppression and all hazardous job-related duties.

The Fire Department needs a new SCBA air bottle filling station and compressor. The current SCBA systems were installed in 2008 and are no longer manufactured by BAUER. When required, the repair parts for this model are no longer manufactured. If the machine were to be down for service/repairs, parts needed are no longer available. In the event of real-world emergencies and Department training, the Fire Department would not be able to fill SCBA bottles limiting our service to the base to less than one (1) hour of working airtime. That would be a catastrophic effect to the mission, base personnel, and firefighters. Without the use of a SCBA, firefighters would be overexposed to irritants, chemical asphyxiants, and carcinogens.

2.0. REQUIREMENTS:

2.1. General Requirements: Performance Work Statement (PWS) for a New SCBA Bottle Filling Station:

1. Scope of Work: The Contractor shall supply and install a new SCBA Bottle Filling Station capable of refilling, inspecting, and testing SCBA cylinders used by our firefighting team. The Contractor shall ensure that the filling station adheres to relevant safety standards, regulations, and industry best practices, with the following additional requirements:

2. Installation: a. Site Preparation: The Contractor shall prepare the site for installation, ensuring all necessary utilities, flooring, and structural support are in place. b. Modular Installation: The filling station shall be modular in design to allow for efficient installation, reconfiguration, and future expansion. Installation of the SCBA filing station shall be performed by a certified technician.

3. Calibration: a. Calibration Procedures: The Contractor shall provide detailed procedures and schedules for the calibration of the filling station, ensuring it remains accurate and reliable.

4. Air Quality Test: a. Compressor Intake Air: The Contractor shall provide an air quality test option that will regularly test and verify the compressor intake air, ensuring that it meets or exceeds NFPA 1989-compliant air quality standards.

5. Have an electronic carbon monoxide monitoring feature.

6. Training: a. Comprehensive Training: The Contractor shall provide comprehensive training for our personnel on the safe, efficient, and proper use of the filling station equipment.

7. NFPA Compliant Fill Log Installation: a. Fill Log Requirements: The Contractor shall install a fill log system that is NFPA-compliant, providing accurate record-keeping for all cylinders during the filling process.

8. Remote Fill Hose Connection: a. Remote Hose Connection: The filling station shall be equipped with a remote fill hose connection, allowing for the filling of cylinders outside the station area, thereby increasing our operational efficiency and versatility.

9. RFID Tags: a. RFID Tracking: The Contractor shall integrate RFID tags into the filling station equipment, allowing personnel to easily track the status and maintenance history of SCBA cylinders.

10. B-Virus Free Air Intake System: a. Air Intake System: The Contractor shall provide an air intake system that ensures no bacterial contaminants, including but not limited to the B-Virus, enter the compressor intake or impact the quality of the air delivered to the SCBA cylinders.

11. Size of Unit: The size of unit, to be able to fit in the appropriate space in the room, needs to be 101”x 38”x 78”.

12. Must be able to fill at least 3, 4500 PSI, 60-minute SCBA bottles simultaneously, have an auto cascade system rated at least 6000 PSI, and accommodate a 13-26 SCFM charge rate.
