Performance Work Statement (PWS)
Title: Generator maintenance services for National Laboratory for Genetic Resource Preservation (NLGRP), Crops Research Laboratory (CRL), and Akron Central Great Plains Resources Management Research site (CGPRS).
1. Background:
The Agriculture Research Service (ARS) is the chief in-house agency of the United State Department of Agriculture (USDA) located on Colorado State University (CSU) campus. The USDA ARS Facility department is responsible for providing an adequate and safe work environment supporting crops research and genetic resource preservation. The U.S. Department of Agriculture, Agriculture Research Service requires Generator Maintenance services at the Crops Research Laboratory (known as CRL) located at 1701 Centre Avenue, Fort Collins, Colorado, 80625, the National Laboratory for Genetic Resources Preservation (NLGRP), located at 1111 South Mason Street, Fort Collins, Colorado, 80521-4500. Finally, the Central Great Plains Resources Management Research site located at 40335 County Road GG, Akron, Colorado 80720.
2. Objective:
The intent of this solicitation is to obtain generator load testing and annual maintenance for the emergency generators supporting and providing electrical services during unscheduled electrical outages and catastrophic events affecting site facilities. Both commercial and emergency generators support current housing of national seed stockpiles and genetic testing of seeds. This service is to ensure all electrical backup systems are working during catastrophic events affecting the local region. All work will be performed in a professional manner using equipment and techniques to meet accepted industry standards.
3. Scope:
The contractor shall perform full maintenance work relating to each generator for a total of four (4) major generators from 150 Kw to 300Kw standalone generators. Each generator is broken down below with corresponding location. The U.S. Department of Agriculture, Agriculture Research Service requires generator service for three (3) buildings, the NLGRP and CRL, located in Fort Collins, Colorado as well as Akron CGPRS, located near Akron, CO. The Contractor shall furnish all labor, supervision, equipment, tools, transportation, and service necessary (unless otherwise specified herein) to perform the services required in accordance with commercial standards, local, state, and federal laws, and the requirements of this PWS.
Contractor must be CAT certified. The current generators are specific to preventive maintenance program, therefore, only CAT certified contractors can work on this CAT equipment.
This performance work for preventive maintenance is broken down into three (3) service preventive services.
An initial five (5) year inspection is the base line of the contract. Year 2,4, and 5 are the same service requirements under optional years. Year three (3) has a middle preventive maintenance and is captured accordingly. The additional services are reflected in each year listed in the scope of work.
Details in the segments below are a minimum and does not include all steps for completing service. Contractor is responsible for following operation and maintenance manuals to ensure all steps are followed relating to each service listed below. Contractor will use UFC 3-540-07, Operation and Maintenance (O&M) to provide guidance for O&M of generators for the USDA.

All findings such as leaks from antifreeze, oil, and lubricants, etc. will be addressed by contractor. All findings and documentation of service work will be completed during the preventive maintenance of equipment services.

PM3 COOLING SYSTEM SERVICE. - Check the coolant levels during shutdown periods. Premix the coolant in a clean tank when replacing the coolant to an engine. Never add antifreeze directly into the engine cooling system. Avoid adding coolant to an overheated engine. Avoid adding coolant at a rate of more than 10 gallons per minute when filling and emptying the engine cooling system. Check heat exchangers. Poor coolant maintenance can result in heat exchanger damage.

3.2 Recognized Holidays. Holidays to be observed are as follows. When scheduled services fall on an observed federal holiday contractor shall perform services on next business day.

3.3 HOURS OF OPERATION: The contractor is responsible for conducting business between the hours of 0730 to 1630 hours Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
3.4 Campus closures. When an unforeseen closure occurs on a regularly scheduled day of work, the Government shall have the following options:
3.4.1 Reschedule the work to be performed the following workday.
3.4.2 Reschedule the work on any day mutually satisfactory to both the contractor and Contracting Officer or his designated representative.
4. PREMISES TO BE SERVICED:
4.1 The work to be performed under this contract will be performed at three (3) different locations. The CRL building, 1701 Centre Avenue, Fort Collins, Colorado. The NLGRP office structure, located at 1111 South Mason Street, Fort Collins, Colorado. Central Great Plains Resources Management Research site located at 40335 County Road GG, Akron, Colorado 80720.
5. SUPPLIES AND MATERIALS FURNISHED BY THE CONTRACTOR: The Contractor shall supply any additional PPE such as nitrite gloves, goggles, and face masks and hearing protection. Protective equipment includes required PPE, such as eye and hearing protection, helmets, gloves, footwear, and arc flash clothing, and non-PPE items such as LOTO locks, barricades, and warning devices. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
5.1. The Contractor shall utilize products and material made from biobased materials (e.g., biobased greases, biobased hydraulic fluids, biobased absorbents) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards.
5.2. Biobased products that are designated for preferred procurement under USDA’s Bio Preferred program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content.
In addition to the biobased products designated by the U.S. Department of Agriculture in the Bio Preferred Program, the Contractor is encouraged to use other biobased products.
5.3. All equipment shall have bumpers and guards to prevent marking or scratching fixtures, furnishings, or building surfaces. Equipment deemed by the COR to be of improper type or design, or inadequate for the purposes intended, shall be removed from the premises, and replaced with satisfactory equipment.
5.4. Contractor shall store and preserve all cleaning solvents in accordance with commercial instructions. All commercial markings shall remain on items for identification and medical instruction. If items should require transfer to another container, that container shall be clearly marked as to its content and its medical instructions.
6. Responsibilities
6.1. SUPERVISION OF EMPLOYEES. Contractor shall provide for supervision of employees. Prior to commencement of services under this contract, the Contractor shall furnish to the COR a list of employees who will work on-site performing the services, and the name of the individual who will be responsible for supervision of such employees and who will function as the Project Manager. The Project Manager shall:
13.1.1 Have the Contractor’s full authority to act on matters pertaining to the performance of services.
13.1.2 Be on-site or on-call whenever work is being performed.
13.1.3Report damage to Government property, loss of keys, personal injuries and/or hazardous conditions to the COR within twelve work hours after occurrence.
6.2. PROPERTY. Except for reasonable wear and tear, the Contractor assumes full responsibility for and shall indemnify the Government for any and all loss or damage of whatsoever kind and nature to any and all Government property including any equipment, supplies, accessories, or parts furnished while in the Contractor’s custody and care for storage, repairs or services to be performed under the terms of this Contract, resulting in whole or in part from the negligent acts or omissions of Contractor, and subcontractor, or any employee, agent or representative of Contractor or subcontractor.
6.3. PERSONS. The Contractor will be responsible for any negligent or wrongful acts or omissions of the Contractor, his employees or agent’s incident to the performance of this contract. The Contractor will hold and save the Government harmless from all liability for any death or damage to all persons (other than the liability of the contract as provided under the Federal Employees Compensation Act) or to real or personal property, which results from the operation of, or incident to, equipment furnished by the Contractor. The Contractor will not be responsible for any negligent or wrongful acts or omissions of the U.S. Department of Agriculture; its employees, the U.S. Department of Agriculture’s Cooperators, or their employees.
6.4. LIABILITY INSURANCE. The Contractor shall maintain such insurance as will protect him/her from claims under Workmen’s Compensation, General Liability, Property Damage and from any other claims for damages for personal injury including death which may arise from operations under this Contract, whether such operation by himself or by any subcontractor or anyone directly or indirectly employed by either of them.
6.5. LOST AND FOUND PROPERTY. The Contractor shall ensure that all articles of possible personal or monetary value found by the Contractor’s employees on the premises of this installation are turned over to the COR. At the time of their discovery, such items shall be tagged to identify the location at which they were found.
6.6. SECURITY: Only authorized Agricultural Research Service, Agricultural Research Service Cooperator employees, the Contractor and Contractor’s employees shall be allowed in the building during performance of this contract. The Contractor will close any open windows, turn off lights (except those left on for security), and lock designated interior and all exterior doors. The building is considered closed for business from 4:30pm to 7:30am daily, all weekend hours, and Federal Holidays. Doors to laboratories and offices will be unlocked only during the period of cleaning services. They will not be left unattended and open.
6.6.1. SECURITY CLEARANCES: Upon contract award, all contractor personnel who will be working in the building will be required to complete a background investigation. Upon clearance, contractor personnel will work with the designated USDA, Agricultural Research Services employees to obtain a Linc Pass, which will serve as a permanent ID and authorize building access after normal business hours.
6.7. CONDUCTION OF CONTRACTOR AND EMPLOYEES: Contractor personnel shall not smoke or use vaporizing tobacco products in the building, as this is a non-smoking/non-vaporizing building. Contractor personnel shall comply with the installation traffic laws and other regulations and instructions pertaining to conduct of persons on Government facilities.
6.7.1. Contractor personnel shall not disturb papers on desks, open desks, or cabinets, or use telephones or office equipment that is provided for official Government use.
6.7.2. Contractor personnel shall in no event, enter any area to which access is restricted, unless such an area has been specifically identified as an area in which janitorial services are to be rendered.
6.7.3. Contractor shall place his/her employees on notice that infraction of any of the above rules, regulations or prohibitions may be grounds for removal from Federal Property.
7. Inspections
7.1. Definition: “Services” includes services performed, workmanship and materials furnished or utilized in the performance of services.
7.2. All work shall be performed in a skillful manner. The COR may require the Contractor to remove from work any employee the COR deems incompetent, careless, or otherwise objectionable.
7.3. The COR will review the performance of services and receive complaints related to non-performance. The COR, or other designated representative, will make random inspections of parts of the building where services are to be performed. Inspections will not interfere with or delay the Contractor’s work.
8. Deficiencies
8.1. Any deficiencies in performance found will be brought to the Contractor’s attention. The Contractor is required to correct the deficiencies during the next scheduled cleaning. Should the same deficiencies be found during future inspections, a meeting will be held with the Contracting Officer, COR, and Contractor to determine a course of action. Contract deductions may be discussed at this point.
8.2. If any service performed does not conform to the contract, the Government may require the Contractor to perform the services again to conform to requirements, at no increase to the contract amount. When defects in performances cannot be corrected by re-performance, ARS may (1) require the Contractor to take necessary action to ensure that future performance conforms to requirements, and (2) terminate the contract for default.
9. Payments
For payment, all invoices must be submitted to the Department of Treasury's Invoice Processing Platform (IPP) via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. Payments shall be made monthly, in arrears, upon electronic submission of invoices to the IPP.
