About this file

This document is a Performance Work Statement (PWS) for a Designated Engineering Representative (DER) services contract with the Federal Aviation Administration (FAA). The PWS outlines the requirements for the contractor to provide DER services, engineering support, project management, and training for the FAA's aircraft modification efforts.

The key requirements include: 1) DER services to review and approve electrical, structural, and systems drawings, engineering orders, and Supplemental Type Certificates, 2) Engineering support to assist the FAA in developing drawings and engineering orders, 3) Project management services to administer the contract requirements, 4) Training for FAA engineers on engineering processes, certification, and document management. The contract is for a 1-year base period with 4 option years. The FAA estimates a total of 7,124 labor hours across the 5-year period. A related federal contract opportunity is also provided, which is a market survey for interested vendors to submit capability statements to potentially provide these DER services to the FAA.

FAA Flight Program Operations Performance Work Statement FAA Flight Program Operations Performance Work Statement Designated Engineering Representative (DER); Engineering Support and Training Services

1. Introduction

FAA Flight Program Operations Engineering executes a wide range of aircraft modifications. These modifications require certification for airworthiness. This generates the requirement for a Designated Engineering Representative (DER). The DER has authority issued by the FAA Certification Branch (ACO) to issue FAA Form 8110-3 certifications. The FAA also requires supporting Project Management (PM), and engineering support to create Engineering Orders (EO) and generate the data needed to support certification of alterations and Supplemental Type Certificates (STC).

2. Background

FAA Flight program Operations has a heavy aircraft modification workload driven by the requirements of the flight inspection and airborne research and development missions. FAA requires DER along with existing contract for Organization Designation Authority (ODA). The FAA requires DER support to attain approval of the engineering data to assist the FAA in the modification and process.

3. Performance Work Statement (PWS)

The Contractor must furnish the necessary personnel, materials, equipment, facilities, travel, and support in accordance with this PWS. The Contractor must provide the appropriate program management, and project control necessary to manage this contract to ensure that the cost, schedule, and quality controls meet FAA requirements.

4. Scope

The scope of this effort includes DER services needed to sustain and modify the FAA aircraft fleet. This includes structural/electrical engineering services; minor/major alterations, repairs, and changes; data approvals; certification documents including Engineering Orders and Supplemental Type Certificates (STC).

The scope also includes provide training for FAA engineers. Curriculums must cover engineering processes for major repair and alterations, certification processes, development of engineering orders and drawings, and industry best practices for engineering processes and document management.

5. Requirements

Task 1: DER Services

The contractor must provide staff that are authorized by the FAA Certification Branch (ACO) to execute DER approvals in the discipline of electrical, structural systems.

AJF requires DER services on aircraft certified under 14 CFR Part 23 and 14 CFR Part 25. Contractor must demonstrate previous DER approval experience on part 25 75,000 lbs. MTW or less; and Part 23 12,500 lbs. MTW or less within the last 5 years from proposal date.

Duties:

· Review and approve electrical and structural and systems drawings.

· Review and approve engineering orders.

· Review and approve Supplemental Type Certificate (STC) deviation.

· Recommend industry best practices related to engineering design.

· Issue FAA Form 8110-3 approvals

Task 1a. FAA Form 8110 Deliverables

When FAA requires a 8110-3 certification, the DER will be required to provide a signed certification that is logged in the FAA ACO. The DER certification must meet all ACO certification requirements.

The Contractor will make the 8110-3 form available to FAA via email in PDF format within a mutually agreed time frame on a case-by-case basis.

Task 2: Engineering Support

The Contractor must provide project management services to:

· Assist FAA engineering in the development of:

· Electrical systems drawings related

· Structural systems drawings.

· Engineering orders.

Task 3: Project Management

The contractor must provide project management services to:

· Administer the requirements of this contract, including managing use of resources and reporting requirements.

· Provide project management services to complete the DER requirements and coordinate engineering designs between stakeholders.

· Review existing FAA engineering processes. Provide recommendations for process changes, assist in the development and documentation of changes after FAA acceptance and approval.

Task 4: Training

The FAA requires virtual or onsite training in the FAA facility in Oklahoma City, OK. Contractor should propose training curriculums, and be able to provide training to FAA engineering staff in the following topics:

· Major repair and alterations

· Certification processes

· Development of Engineering Orders

The contractor shall provide training materials and a training certificate, or other proof of successful completion. The FAA will coordinate class locations and time lines proposed curriculums are presented to the FAA.

Task 5: Reporting

The contractor shall provide the following reports:

· Summary of assigned DER service requests. (Monthly)

· Date Range

· Description of DER actions assigned by the FAA.

· Hours estimated for each action.

· Hours expended for each action.

· Documentation of risks

· Estimated Completion target

· Log of issued 8110-3 initial and amendments.

· Status

· Active

· Closed

· On Hold

· Cancelled

6. Period of Performance

The FAA requires 1 base year and four options years with a period of performance from Contract award date.

7. Deliverables and Delivery Schedule

The following is a table of required deliverables. All deliverables must be submitted timely and in accordance with the corresponding PWS task requirements.

The FAA will require twenty (15) business days to review each deliverable. If rejected, the FAA will provide rationale to the Contractor for the rejection. The Contractor will have ten (10) business days or date agreed to by Contractor and CO/COR to resubmit rejected deliverable.
