PERFORMANCE WORK STATEMENT (PWS)
NORMANDY 79th Annual D-Day Celebration Catering Services
Part 1
General Information
1. Introduction: This is a nonpersonal services contract to provide Catered Food Services.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to catering services as defined in this Performance Work Statement except for those items specified as government furnished property and services.
1.1 Background:
USAREUR has a requirement for catered food in support of the 79th Annual D-Day Commemoration Ceremony. Contracted support is required to prepare and deliver breakfast and dinner meals at Sainte Mere Eglise LSA, Normandy, France. Meals shall be prepared in accordance with American Cuisine. The first delivered meal will be dinner on30 May 2023 and the final meal will be a breakfast meal on 08 June 2023 in accordance with the period of Performance (POP) identified in Section 1.5.
1.2 Responsibilities: The Contractor shall assume total responsibility for all requirements stated herein on the commencement date of the performance period. The Contractor shall perform as specified in this Contract and under the direction of the Contracting Officer (KO).
The contractor shall perform to the standards in this contract and provide catering food services per the guidelines in this document.
1.2.1 Work Responsibility: The Contractor shall perform all work and assume responsibility for planning, programming, administering, managing, and executing all functions necessary to provide the services specified in this PWS. The Contractor shall conduct work in accordance with this PWS and all applicable French, and local laws, regulations, standards, provisions, and directives. Army Regulations are applicable to the performance of this contract, see paragraph
1.6.8. The Contractor shall ensure that all work meets the level of service, performance standards, or tolerances specified in the PWS or in applicable referenced documents.
1.2.2 Administrative Responsibility: The Contractor shall perform all related administrative actions required to provide catering services or perform work such as material requisitioning, Quality Control (QC), financial control, meetings, and correspondence. The Contractor shall also maintain accurate and complete records, files, and libraries of documents to include all U.S., French and local regulations, standards, provisions, codes, laws, technical manuals, and manufacturers’ instructions and recommendations that are necessary and related to the functions being performed. The Contractor shall compile historical data, prepare required reports, and submit information as specified by the Deliverable List presented in this PWS.
1.3 Objectives: To provide Catering Services. Services include food catering. The contractor shall accomplish catering food per the guidelines in this document.
1.4 Functional Areas: RESERVED
1.5 Period of Performance:
St. Mere Eglise LSA- Dinner 30 May 2023 through Breakfast 08 June 2023.
1.6 Management and Administration:
1.6.1 Phase In /Phase Out Period: RESERVED.
1.6.2 Contractor Management: The Contractor shall perform continual management of the functional areas contained in this PWS and shall provide an English speaking Project Manager physically present on-site during normal duty hours. The Project Manager shall conduct overall management coordination and shall be the central point of contact (COR) with the Government for performance of all work under the PWS. At the Post Award conference, the Contractor shall submit to the COR, in writing, the name, title, office, home and mobile telephone number of the Project Manager. A Contractor employee shall be designated to act for the Project Manager when work is being performed outside of duty hours, or during the Project Manager’s absence.
Both the Project Manager and the Contractor employee filling in for the Project Manager, shall have full authority to act for the contractor on all Contract matters relating to daily operation of this Contract.
1.6.3 Contractor Responsiveness: The Project Manager or designated alternate shall be available for telephone communication or site attendance, with the COR, as required by the COR, 24 hours a day, 7 days a week. A personal answering service is permitted at other than normal Contract workdays and work hours for receipt of COR emergency response work requirements, provided that the Project Manager or designee responds to all calls within a time not to exceed two hours after notification of the call by the answering machine and/or service.
1.6.4 Meetings, Conferences, and Briefings: The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Project Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours
1.6.5 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0500 and 2000, 7 days a week. Breakfast hours shall typically be from 0600 to 0800 and Dinner shall be from 1700 to 1900. The contractor shall coordinate daily with the COR and expect to be able to adjust times if needed in order to accommodate daily mission requirements, to include breakfast service beginning as early as 0430. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.8 Quality Control: The contractor’s quality control program is the means by which assurance is provided that all work complies with the requirements of the contract. The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services, and assure adherence to all applicable local and army regulations. The contractor shall provide a QCP that is in accordance to the following U.S. Army Guidance:

The QCP is to be delivered within 24 hours prior to the start of the period of performance (Deliverable 1). Three copies of a comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.9 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.10 Place of Performance: The work to be performed under this contract will be performed at :

1.6.11 Type of Contract: The government will award a Firm Fixed Price
1.6.12 Security Program: The contractor will not be expected to maintain any level of security clearance for this event.
1.6.13 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.13.1 Access and General Protection/Security Policy and Procedures. The contractor and all associated subcontractor employees will comply with applicable installation, facility, and area commander installation/facility access and local security policy and procedures (provided by Government representative). The contractor will also provide list of personnel and all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office.
(Deliverable #2) The contractor workforce must comply with all personal identity verificat ion requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the force protection condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.6.14 Key Control: RESERVED
1.6.15 Special Qualifications: The contractor is responsible for maintaining all required French and local certifications related to food preparation in order to operate in Normandy, France.
1.6.16 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The point of contact (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.17 Contracting Officer’s Representative (COR): The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract.
1.6.18 Key Personnel: The following personnel are considered key personnel by the government: An English speaking Supervisor on site in Saint Mere Eglise, France during execution of the contract. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0500 and 2000 during the event. The qualifications for identified key personnel include providing resume with 3 years’ experience in food services proving the above positions within the hired company.
1.6.19 Identification of Contractor Employees: All contract personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. All contract personnel shall be identified with an employer issued badge so as to clearly indicate the person is an authorized contractor employee.
The badge shall clearly identifying the individual’s name, employee number or equivalent, and a recent picture (head shot).
1.6.20 Contractor Travel: RESERVED.
1.6.21 Other Direct Costs: RESERVED.
1.6.22 Data Rights: RESERVED.
1.6.23 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may not receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.24 Safety: The Contractor shall prepare and serve food items IAW with applicable regulations, and standards identified in paragraph 1.6.24.1 and Part 6 of this document.
1.6.24.1 Safety Plan and Program: The contractor shall adhere to the following guidelines in order to ensure food safety. Where there is a conflict between French Law and Army Regulation, the following should govern:

DEFINITIONS & ACRONYMS
2. Definitions and Acronyms:
2.1 Definitions:
Contractor - A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
Contracting Officer - A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
Point of Contact (COR) - An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Defective Service - A service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable - Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
Key Personnel - Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
Physical Security - Actions that prevent the loss or damage of Government property.
Quality Assurance - The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
Quality Assurance Surveillance Plan (QASP) - An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control - All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Subcontractor - One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
Work Day - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week – 7 Days a week.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. Government Furnished Items and Services
3.1 Facilities: The LSA contract may provide the contractor with a 20m x 50mx3m tent with kitchen equipment.
3.2 Utilities: The Government will provide electrical power for use at designated LSA. The Contractor shall instruct employees in utilities conservation practices IAW AR 420-1. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
3.4 Equipment: The Government will not provide equipment to the vendor to complete these requirements.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Items And Responsibilities:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 Materials:
The contract is responsible for providing all materials to fully meet the requirements in Part 5.
Since FAR Part 5 is not an exhaustive list, the vendor shall use their experience and expertise to ensure any material not listed but required for performance is provided by the contractor.
4.3 Equipment: The Contractor shall furnish all equipment, supplies, food, management supervision, and labor to provide food services for the Life Support Activity (LSA) and also all eating utensils, cups, plates, and napkins. All food services shall be provided in accordance with host nation practices and laws and in accordance with the conditions set forth in this PWS. Food waste must be disposed of properly and removed daily. The Government will provide the facilities, equipment, and utilities listed in Part 3 and the contractor is responsible for providing all other equipment to meet the requirements of Part 5The Government provided area will not include any kitchen equipment or other food preparation equipment. The Contractor shall provide all equipment to prepare and serve the food. The contractor will be responsible for the evacuation and the storage of grey water in accordance with French and local law.
PART 5
SPECIFIC TASKS
5.1 Basic Services: The contractor shall provide services for Catered Meals which shall be prepared in accordance with American Cuisine and regulations and laws referenced in paragraph
1.6.24.1. The first delivered meal will be dinner on 30 May 2023 and the final meal will be a breakfast meal on 08 June 2023.
5.2 Recurring Services: The contractor shall provide the following:
5.2.1. The Contractor shall provide food catering services for dinner starting 30 May thru 08 June 2023 at Sainte Mere Eglise LSAs identified in Section 1.6.10.
5.2.1.1. The Contractor shall furnish all equipment, supplies, food, management supervision, and labor to provide food services for the Life Support Activity and also all eating utensils, cups, plates, and napkins. All food services shall be provided in accordance with host nation practices and laws and in accordance with the conditions set forth in this PWS. Food waste must be disposed of properly and removed daily from the LSA. The Government will provide a suitable area (including electricity) for preparing and serving meals. The Government-provided area will not include any kitchen equipment or other food preparation equipment. The Contractor shall provide all equipment to prepare, re-heat, and serve the food.
5.2.1.2. The Contractor shall provide the correct power boxes, converters, or any equipment required to operate everything within the facility. The LSA will provide the catering company will be power from the power generator from 220V generators.
5.2.1.3. The Contractor shall be able to cater food services to accommodate U.S. military and government employees for breakfast and dinner for the period specified in paragraph 5.2.1 of this document. Headcounts will be performed by the Government; however, an estimated number of meals are provided in tables found under paragraphs 5.2.3.3 and 5.2.3.4 below. Menus to be served will be posted one day in advance of service. The Contractor shall provide cold beverages with each meal. The government will provide the vendor with 12 oz bottles of water that are required to kept in chilled refrigerators and provide easy access ("grab and go") for US military personnel on the LSA. The Contractor shall keep the chilled water bottles in the dining facility for easy access by soldiers. The contractor shall not use ice to chill the bottle of water.
The COR will provide a projected head count to the contractor daily 48 hours prior to next scheduled meal for the propose of adjusting the next day projection of number of meals.
5.2.1.4. The Contractor shall transport hot foods to the LSA in protected/insulated containers capable of maintaining temperatures above 140F/60C for up to three (3) hours from time of production. Cold food shall be transported to the LSA below 40F/4.4C and maintain for up to three (3) hours.
5.2.2. Veterinary Inspections. U.S. Army veterinary food inspections will be conducted at all food production facilities. Ruminant meat product shall come from US Army Vet approved Source. Establishments will be audited on food risk, food preparation, facility and equipment, water portability, cleaning and sanitizing, pest control, employee practices and health, and food defense. Note: Ruminant meat products originating from countries/areas affected with Bovine Spongiform Encephalopathy (BSE) are prohibited from procurement and use:

5.2.3 Preparation of meals shall include soups, salads, gravies, sauces, vegetables, meat, fish, pork, beef, poultry, puddings, gelatins and other foods constituting a complete meal. Baked goods shall include, but are not limited to, preparation of breads, rolls, quick breads, pies, cakes, pastries, icings, sauces, and glazes. Raw fruits and vegetables will be thoroughly washed/ disinfected prior to processing. No left-over’s will be utilized for future meals.
5.2.3.1 Breakfast: Contract personnel are to prepare: 2 (two) assorted fruit juices; 2 (two) assorted fresh fruits; hot and dry cereal; 2 (two) meat items – a choice of bacon, sausage, ham or cream beef; assorted omelets and eggs; pancakes and French toast; fresh breakfast pastry; hash brown potatoes; toast; butter/margarine; coffee; tea; milk (pasteurized); and condiments. Hot biscuits, rolls or muffins are also to be served.
5.2.3.2 Dinner: Contract personnel are to prepare 2 (two) meat entrees with appropriate sauces or gravies; 2 (two) starches, e.g. potatoes, noodles, or rice, etc.; 2 (two) cooked vegetables; salad bar or a minimum of 4 (four) salad options (not including short order items) - a choice of e.g., lettuce, tomato slice, onion slice); 4 (four) assorted desserts - 2 (two) of which shall be pie, cake or pastry items and 2 (two) of which shall be fitness oriented – a choice of e.g., chilled fruit, gelatin or yogurt; 3 (three) assorted breads/rolls – a choice of white, wheat, rye, whole grain, garlic; butter/margarine; assorted cold drinks; carbonated beverages; coffee; tea; milk (pasteurized); Soup shall be offered daily for the dinner meal. Cakes, pies, and pastries shall be varied.
5.2.3.3. Coffee/Snack Bar: contractor shall ensure that fresh coffee with sugar, milk and cups are continuously available between 0800 AM and 0700 PM.
5.2.3.4. Daily Menu: Contractor will provide Daily service menu outlining breakfast and dinner service options to COR NLT 24 hours prior to service (Deliverable #3)

5.2.3.6. ANTICIPATED DAILY FOOD SCHEDULE

The COR will provide the final head count to the Contractor within 48 hours of meal servicing.
All head counts include a projected deviation above or below 10%.
5.2.3.7. Ice requirement. The Contractor shall provide ice for use by the task force personnel.
Additionally, there is an additional specified requirement for 150 lbs of ice on the morning of the 04 JUN 2023 to support the airborne operation.
5.2.4 Employee Uniforms: Contractor personnel shall present a neat appearance and shall be easily recognized. Employees shall wear contractor-furnished uniforms and aprons when on duty. Aprons will not be worn outside, nor to the latrine facilities, or on smoke breaks.
Employees shall wear socks or hose as appropriate. It shall be prohibited for open toe shoes, sandals, shoes with high platforms, spiked heels, or heels higher than two inches and shall not be worn.
5.2.4.1 Hair and Hair Restraints: All personnel entering or working in food preparation or service areas shall wear hairnets or other effective hair restraints. Personnel with facial hair that cannot be adequately restrained shall be prohibited from food service operations. All hair restraints shall be kept clean.
5.2.4.2. Identification Badges: All Contractor personnel shall wear furnished identification badges (employer badges) on their person at all times while in the service.
5.2.4.3. Jewelry: With the exception of wedding bands, food service personnel shall not wear jewelry, including wristwatches, while preparing or handling food. The wearing of medical alert bracelets or necklaces is authorized.
5.2.4.4 Personal Hygiene: Contractor personnel shall:
Wash their hands thoroughly after each absence from their workstation and at any other time the hands may have been soiled or contaminated, specifically: after returning from the latrine or smoking areas and before handling clean utensils or equipment or starting food preparation, prior to donning food service gloves, and between handling of raw and cooked or other ready to eat foods. Note: Single use gloves will only be utilized for handling a single task at a time, and must be replaced between tasks, for example a pair of gloves must be used when handling raw meat preparation, these gloves will be disposed of immediately following the completion of that handling task (eg cutting chicken) and a new pair gloves will be donned before performing another task.
a. Maintain and keep fingernails clean.
b. Do not use tobacco in any form, except during break periods in designated areas.
5.2.5. Conduct of Employees: The Contractor shall be responsible for the performance and conduct of all personnel employed under this contract. The Contractor shall prohibit employees from performing work under this contract while under the influence of alcohol, drugs, and other incapacitating agents. Contractor personnel shall abide by all security regulations of the installation and shall be subject to such checks as may be deemed necessary. No verbal or physical abuse will be tolerated while on duty.
5.2.5.1 Use of Alcoholic Beverages/Drugs: The use of alcoholic beverages or illegal drugs by contractor personnel, while on duty, is strictly forbidden. The Contractor shall immediately remove and replace employees who are under the influence of alcohol or drugs to make sure that food service is not disrupted.
5.2.6 Health Examinations: Personnel require a negative COVID test within 72 hours of the Period of Performance. COVID test results will be provided at the start of the Period of Performance (Deliverable #4) Personnel with evidence of communicable disease, infected wounds, open sores, or acute respiratory infection, shall be referred to a doctor to receive written clearance before working to the DFAC. Personnel with a health problem(s) shall not be permitted to work in any capacity where there is likelihood of food or food contact surface contamination with pathogenic organisms, or transmitting disease agents to others. Personnel relieved of duty due to illness must have medical clearance from a physician before working to the DFAC.
5.2.7 Contractor Personnel Meals: The Government will not be charged or held responsible for any contractor provided meals that are consumed by contractor employees.
5.2.8 Emergency Medical Treatment: Government furnished medical service is not available to contractor personnel except to save life, limb, or eyesight.
5.2.9 The Contractor shall progressively prepare (small batch preparation) items to insure freshness and optimum flavor, color, texture, and nutritive value. Hot food items to be offered throughout the serving period shall not be prepared in large batches and held for the duration of the meal.
5.2.10 Contractor personnel will comply with the military standards for dining facility operations. This includes but is not limited to, food preparation, storage and receipt, sanitation, maintenance of equipment, and training.
5.2.11 Equipment Cleaning and Sanitizing: The Contractor shall clean and sanitize all dining facility equipment. Equipment and food-contact surfaces shall be cleaned and sanitized between uses to prevent cross-contamination. Non-food contact surfaces of equipment, to include door gaskets, shall be cleaned as often as necessary to eliminate accumulation of dust, dirt, grease, food particles, and other debris. Equipment damaged intentionally by contractor employees, shall be the responsibility of the contractor to return the equipment to the condition prior to the damage.
5.2.11.1 Definition of Clean and Sanitized: For the purpose of this PWS, the following definition will be applied by the Government to measure performance. Properly cleaned equipment shall be free of dirt, grease, rust, food, food particles, scum and foreign matter.
Properly sanitized food contact surfaces have been treated using either heat or sanitizing chemicals; (chemical test stripes shall be available and used) which reduces bacterial count to a safe level without leaving toxic residue in accordance with all local environmental laws and regulations.
5.2.12 The Contractor shall be held responsible for all subsistence delivered to the dining facility. All conveyances will be locked or sealed during transit and secured while in storage or at rest. All items shall be placed in proper storage (refrigerated vs. dry storage) or use areas upon receipt. Containers and bulk food shall be stored a minimum of 15 cm above the floor on dunnage racks or shelves. Food shall not be stored in the same area(s) as non-food items; e.g., chemicals, cleaning products and insecticides. Items shall not be stored under exposed or unprotected sprinkler heads.
5.3 Anti-Terrorism / Force protection: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas will complete AT Level I awareness training within [insert number of calendar days] calendar days after the contract start-date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor will submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, within [insert number of calendar days] calendar days after training is completed by all employees and subcontractor personnel. AT Level I awareness training is available online at https://atlevel1.dtic.mil/at.
5.4 System for Award Management (SAM) Service Contract Report (SCR): The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the {Insert Component’s Name} via a secure data collection site. The Contractor is required to completely fill in all required data fields through the following web address: www.SAM.gov. Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk by clicking “View Assistance for SAM.gov” which is located at the top of the SAM.gov website. From there, you can the select “Contact Our Service Desk” which will allow you to contact SAM.gov directly. If contract period of performance ends prior to September 30, the Contractor has 30 calendar days from end date of the contract to complete the SAM SCR requirement.
Steps for Submitting a Service Contract Report (SCR)
1. Go to www.sam.gov and log in.
2. Select Entity Registrations and then select Service Contract Reporting.

3. SAM displays your entities which have service contracts and meet the reporting criteria.
Select View by entity to see the service contracts for each entity.
4. Next, select Add for the service contract against which you want to create a Service Contract Report. Each service contract which meets the FAR Subpart 4.1703 reporting thresholds is displayed.
5. You will be taken to the Complete Service Contract Report page. SAM displays the contract details and allows you to report. You are required to enter the following information:
• Total Amount Invoiced: Total dollar amount invoiced for services performed during the previous Government fiscal year under the contract (this amount should include the prime and any subcontract amount).
• Prime Contractor Hours Expended: Prime contractor direct labor hours expended on the services performed during the previous Government fiscal year. The amount you enter is automatically divided by 2,080 hours to calculate a Full Time Employee (FTE) equivalent, displayed under the Prime Contractor Hours Expended as Prime Contractor FTEs.
6. Report any required Tier 1 subcontractor information by selecting the Add Tier 1 Subcontract Information button.
7. When you are ready to submit the report, select Submit. This saves your report and returns you to the Select Service Contract page where you can create other SCRs or edit an existing SCR.
Steps for Editing a Submitted Report
1. Follow steps 1-4 above. Any previously submitted SCR will have a View/Edit button instead of an Add button.
2. Select View/Edit. You will be able to view the current SCR, edit available fields, and resubmit the record. You can also delete previously entered information altogether.
