About this file

This is a Performance Work Statement (PWS) for fiber and copper cable reconnection services at the Dix Bowling Center (Building D6054) located at Joint Base McGuire-Dix-Lakehurst, New Jersey. The 87th Force Support Squadron is soliciting contractor services to restore communications infrastructure that was damaged during installation of a utility pole.

The scope of work requires the contractor to repair and restore two communication cable systems: 12-strand single mode fiber optic cable (A12L8.3F; DFO-13, 1-12) and 25-pair copper cable (P25X24PF; DCA, 1876-1900). The contractor must trench and remove damaged conduit from the ground, install new conduit to bypass the pole obstruction, run new fiber and copper cables through the conduits, and terminate cables at both the facility and street-level pull box. The work includes splice repairs at two distribution hubs (DMH-E2 and DMH-90), new innerducts installation, and end-to-end testing to verify equipment connectivity. All materials, equipment, tools, labor, supervision, and transportation are the contractor's responsibility. Services shall be performed Monday through Friday from 0730 to 1630 hours, with a 30 calendar day completion period from award date. The contractor must comply with all Local, State, and Federal EPA, Safety, and Dig permit requirements, maintain a clean and safe jobsite daily, and adhere to Department of Defense Antiterrorism standards. Base access requires security passes and identification badges. The contractor assumes full cost responsibility for any emergency medical care provided by the base medical facility.

Base/Location Name: JBMDL NJ Subject: DIX-BOWLING ALLEY (BLDG-D6054) DAMAGED CABLE REPAIR

Requirement:

Engineer, Furnish, Install and Test (EFI&T) damaged 25-Pair Copper and 12-Strand Single Mode (SM) Fiber Optic Cable (FOC) due to the installation of an electric pole outside of the Bowling Alley (Building D6054) at Fort Dix (JBMDL).

Explanation/Justification:

There is existing 2, 4-Inch conduit from DMH-E2 to an outdoor Pull-Box (Outside wall of the Bowling Alley (D6054). These conduits are damaged due to the installation of a new electric pole (over the conduit run). The following two communication cables (Fiber Optic and Copper) are damaged:

A12L8.3F

DFO-13, 1-12

P25X24PF

DCA, 1876-1900

The contractor shall repair/fix the damaged portion of the conduits and establish a new good path from DMH-E2 to the Pull box.

The contractor will repair the damaged portion of the cables (Fiber & Copper) by using existing cables and providing new cables as necessary.

The contractor should test the newly repaired cable from end to end and make sure the equipment/telephone connected to the cables a working properly.

The Contractor shall provide all equipment, cable, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this Technical Solution (TS). The Contractor shall comply with the current TIA telecommunication installation and testing commercial standard and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished.

Solution:

The Installation Contractor shall do the following task.

Damaged Conduit:

• Open the ground around the pole and locate the damaged conduit. The connector is required to cut the conduit at both ends of the damaged portion.

• The contractor is required to join/reconnect the damaged 2, 4-inch conduits (around/bypassing the new pole) by providing new conduit and transition fitting/adapter (as necessary). This should give a new continuous path of 2, 4-inch conduits from DMH-E2 to the Pull-Box outside B(D)6054.

• Install new 4, 1-inch innerducts in one of the conduits. Install new cables (Copper and fiber) inside the new innerducts. Leave the other conduit vacant for future use.

• See attached sketches for additional information.

Damaged Copper Cable:

• Remove the existing damaged copper cable (P25X24PF; DCA, 1876-1900) from the terminal box inside B(D)6064. See sketch-2 for additional information.

• Pull this copper cable back all the to DMH-E2 (from the existing conduit).

• Install a new copper cable of the same size/type from DMH-E2 to the existing building terminal box.

Note: The contractor may install a new same size/type copper cable at the same time they are pulling the old, damaged cable back to DMH-E2 (may use the old cable as a pull rope).

• Open the existing copper splice case at DMH-E2. Remove the old, damaged copper cable from the main feeder cable. Splice the new copper cable to the feeder cable (same counts). Close the splice case.

Note: When opening/closing the splice case; removing the old cable from the feeder cable/splicing the new cable to the feeder cable, pay close attention NOT to disturb/damage any other existing cable pairs. If the splice case is damaged, the contractor is required to provide a new splice case. After closing the splice case, the contractor is required to perform necessary test for any type of leakage to the splice case.

• See attached sketches for additional information.

Damaged Fiber Optic Cable (FOC):

• Cut the existing Fiber Optic Cable (A12L8.3F; DFO-13, 1-12) from the inside building entry (See Sketch-2).

• Pull this Fiber Optic Cable back to DMH-90 through DMH-E2 (from the existing conduit).

• Install a new FOC of the same size/type from DMH-90 through DMH-E2 to inside building entry (from where the old damaged FOC was cut and removed).

Note: The contractor may install a new FOC at the same time they are pulling the old, damaged cable back to DMH-90 through DMH-E2 (may use the old cable as a pull rope).

• Open the existing Fiber Optic splice case at DMH-90. Remove the old, damaged Fiber

Optic cable from the main feeder cable. Splice the new Fiber Optic cable to the feeder cable (same counts).

• At the point where the old damaged FOC was cut and removed (inside building), splice the new FOC to the existing FOC (from the cut location to the FOC terminal) by providing a new transition splice. See sketch-2.

• The existing FOC terminal location (FODP) must remain the same (undisturbed).

• See the attached sketches for more detailed information.

The order of the task shown on this solution is for suggestion/recommendation only. The contractor is to do the removal/installation in order as they prefer and more advantage/convenience for the job.

Notes:

1. Existing Terminal for the Copper cable, needs to remove the old damaged cable from the this terminal box. Install the new copper cable at the same terminal box by providing new terminal block (If necessary).

2. Cut the FOC here, pull this cable out to DMH-90 through DMH-E2. Also splice the new FCO to the existing FOC at this location by providing new transition splice case.
