Performance Work Statement (PWS) Project: Generator Maintenance – Brookings, SD

GENERAL INFORMATION

1.0 Background and Purpose:

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), North Central Agricultural Research Laboratory (NCARL) in Brookings, SD, conducts research to develop, document, and promote soil, crop, and pest management practices that are ecologically sustainable while maintaining producer profitability.

We have a requirement to maintain and service our 600 kW Caterpillar, Model C18 Diesel generator at our NCARL facilities located at 2923 Medary Avenue, Brookings, SD 57006.

This will be a service contract for a Base Year and four (4) Option Years.

The quote will be for a quarterly service inspection (four times per year) only. The quote will not include parts required for maintaining the generator; those will be billed separately after determining what is needed from the inspection.

2.0 Definitions:

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Annual preventative maintenance service for Caterpillar, Model C18 Diesel 600 kW Standby 48/277 volt, 3-phase Generator Set. At a minimum this service should include labor for 4 preventative inspections and maintenance procedures. Each preventive maintenance inspection will be performed in accordance with manufacturers’ established procedures to maintain the generator’s safe operation.

These procedures include but are not limited to checking the following:

a. Cooling System: radiator, heat exchanger, coolant, hoses and connections, fan drive pully and fan, fan belts, jacket water heater, water pump, thermostats

b. Fuel System: fuel tank, water trap/separator, fuel lines and connections, governor and controls, fuel filters, pressure

c. Air Induction and Exhaust System: air filter, air filter service indicator, air inlet system, turbocharger, exhaust manifold, exhaust system, valves and vale rotators

d. Lube Oil System: oil, oil filters, oil pressure, crankcase breather, S.O.S

e. Starting System: batteries, battery charger, starting motor, alternator

f. Engine Monitors and Safety Controls: gauges

g. Generator: space heaters, vibration isolators

h. Control Panel: start controls, voltmeter, ammeter, frequency meter, circuit breaker, auto transfer switch

i. Gas engine: gas lines and connections, carburetor and linkage, magneto/distributor, ignition system, spark plugs

The cost of parts are not included in this contract, but must be supplied by provider. The parts must be OEM parts, including updated parts that meet the manufacturer’s specifications.

2923 Medary Ave Brookings, SD 57006

Access issues: the facility is secured and will require assistance to access by the staff during normal business hours.

Business hours of operation are weekdays 8:00 am to 4:30 pm.

Offices are closed on all federal holidays.

4.0 Deliverable / Schedule:

No travel by the contractor except between their site of business and our facilities is anticipated.

7.0 Contractor’s Key Personnel:

Contractor’s technician.

8.0 Security Requirements:

Not applicable.

9.0 Data Rights:

None

10.0 Section 508 – Electronic and Information Technology Standards:

Not applicable.

11.0 Performance Requirement Measures:

Generator continues to perform as manufactured is the performance measure.
