Statement of Work (SOW) for Replacement & Installation of Morgue Cooler

1.0 Background

During normal operations, ship’s force discovered the morgue refrigerator was failing to maintain required temperatures. After a couple of days of observation period with no improvement, a job via OMMS-NG was placed for ship’s Machinist Mates intervention. Machinist Mates tried to get the refrigerator working but after troubleshooting for a couple of weeks they were unable to resolve the issue. The morgue refrigerator was then added to the ship’s casualty report. Force Biomedical Technician assistance was requested, resulting in a contractor site visit. The contractor’s evaluation indicated that the unit was in an advanced state of age and overall wear, with components exhibiting deterioration consistent with prolonged service. Due to the extent of the damage, procurement of a new unit is recommended to ensure dependable operation and long-term performance.

2.0 Description/Specification

The contractor shall provide and install a system matching these exact technical specifications:

· Manufacturer/ Model no.: Heatcraft Refrigeration Unit / PT0032MANAPNA

· Refrigerant Type: Factory-sealed R-290 Hydrocarbon / Propane

· Electrical Load: 115V / 1-Phase / 60 Hz (MCA: 15.0 A)

· Connection Type: Factory power cord with a NEMA 5-20R plug

· Dimensions / Weight: 20.75″ H × 28.56″ W × 29.75″ D / Approx. 115 lbs

· Cooling Capacity: 2,900 BTU/h at 35°F box temperature

· Top-mount system

3.0 Scope of Work

3.1 Demolition & Safe Equipment Extraction

a. Utility Isolation (LOTO): Safely isolate, lock out, and tag out all electrical disconnects and utilities servicing the existing unit before mechanical disassembly.

b. Structural Rigging: Provide material lifts, hoist systems, or gantry cranes required to lift, unseat, and lower the existing top-mount refrigeration unit from the ceiling cutout without damaging the modular panels.

c. Site Protection: Protect all surrounding flooring, interior walls, and adjacent mortuary equipment from damage during transport of the old machinery out of the facility.

3.2 Refrigerant Reclamation & Environmental Compliance

a. EPA Certification: All refrigerant recovery operations must be performed by technicians holding a current EPA Section 608 Universal Certification.

b. Zero-Venting Protocol: Completely recover and reclaim all existing refrigerant from the old unit using dedicated recovery cylinders. Under no circumstances shall refrigerant be vented into the atmosphere.

c. Logging & Reporting: Log the exact type and weight of the recovered refrigerant. The contractor must submit a formal Clean Air Act Compliance Certificate stating the unit model, serial number, and total volume extracted upon project completion.

3.3 Site & Cutout Preparation

a. Clearance Verification: Confirm the ceiling space-height exceeds the unit’s 20.75" profile and allows for required airflow ventilation.

b. Insulation Check: Inspect the existing cutout framing for rot, moisture ingress, or warping. Correct any structural degradation of the ceiling panel before dropping in the new unit.

3.4 Installation & Mechanical Sealing

a. Drop-In Placement: Carefully hoist the 115 lb unit above the box and drop it into the designated ceiling opening.

b. Vapor Seal: Apply an unbroken bead of NSF-approved, low-temperature, food-grade silicone around the perimeter flanges to form a complete thermal barrier.

c. Vibration Dampening: Apply manufacturer-specified perimeter gaskets to isolate compressor vibration and reduce noise transfer through the box panels.

3.5 Utilities & Electrical Integration

a. Dedicated Power Plug-In: Connect the factory power cord to a pre-existing, dedicated 115V / 20-Amp circuit with a NEMA 5-20R receptacle. Direct hard-wiring is strictly prohibited.

b. Condensate Management: Connect the integrated evaporator drain pan to a copper or PVC drain line. Pitch the line downward at a minimum 1/4" per foot toward a trapped floor drain.

3.6 Testing & Commissioning

a. Air Defrost Schedule: Program the integrated microprocessor controller to manage the unit's built-in air-defrost schedules.

b. Fan Evaluation: Verify that the energy-saving 2-speed Electronically Commutated (EC) evaporator fans properly cycle down when the box reaches its target temperature.

c. Pull-Down Test: Run a full pull-down test to ensure the unit efficiently cools the entire vertical column of air and holds a steady target range of 35°F to 42°F.

4.0 Period of Performance

Due to the critical nature of mortuary storage, all physical work—including demolition, reclamation, installation, and final pull-down testing—must be completed within 1-2 calendar days (maximum 24 consecutive hours) of July 2026.

5.0 Place of Performance

The work to be performed under this contract will be performed onboard USS SOMERSET in the morgue medical space 1-110-2-L.
