The contractor must maintain a spare parts kit including power supplies, antennas, RF cables, splitters, and FRU modules. The system upgrade component, completed within the one-year base period, encompasses procurement and installation of new antennas, splitters, and associated cabling with seamless system cutover, functionality testing, and proper decommissioning and disposal of legacy equipment per federal, state, and local regulations. All materials must be new, not refurbished. The contractor must create complete system backups before and after configuration changes and provide any required software upgrades with applicable licensing.
The contract encompasses a one-year base period with four optional additional years and a six-month extension option for maintenance services (Section 10.1). The contractor must comply with extensive security requirements for unescorted access to controlled industrial areas, including proof of U.S. citizenship and completion of visitor request forms three weeks prior to visits. PERFORMANCE WORK STATEMENT (PWS)
PEARL HARBOR NAVAL SHIPYARD &
INTERMEDIATE MAINTENANCE FACILITY (PHNSY&IMF)
BI-DIRECTIONAL AMPLIFIER (BDA)
PREVENTATIVE MAINTENANCE AND SYSTEM UPGRADE
1.0 BACKGROUND
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US Naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 774 class submarines, surface vessels, and shore based activities in the Pacific.
The BDA system enables Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility’s (PHNSY&IMF) Motorola radios to communicate while in-hull and in limited reception areas (e.g.
Drydock Pump wells). These radios support waterfront production work and are used to notify Fire and Emergency Services (F&ES) first responders via the Pacific Land Mobile Radio (LMR) System. The system is comprised of cables, connectors, power splitters and stainless-steel cabinets which house the BDA head end units, amps and internal power supplies. Due to the complexity and highly corrosive environment of the pump wells, along with the elapsed time period since initial installation, it was assessed that a system upgrade to the current BDA infrastructure is needed to maintain its full capability and increase overall efficiency.
