About this file

This file is a Questions and Answers document for federal solicitation N32253-26-Q-0067 issued by the Navy. The procurement involves replacing antennas, cables, and splitters for a Distributed Antenna System (DAS) serving Drydocks 1, 2, 3, 4, and their associated pump wells at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF). The incumbent contractor is Banyan Networks under previous contract N32253-21-P-0077. The existing system uses a TxRx BDA Model # 61-65-07538-G2-IL and was originally installed around 2015-2016. The procurement scope includes a phased complete system change-out of all system components during the initial base contract period, with contractors responsible for equipment installation while x67 personnel will handle on-ship installations in drydock.

Many technical specifications and system details cannot be disclosed due to classified information restrictions, including the operating frequency range confirmation, system architecture (single-amplifier versus master/remote configuration), number of interior antennas, cabling diagrams, Class A or B operation specifications, system monitoring requirements, signal timing standards, and provisions for re-engineering needs. The government will not provide as-built drawings, O&M manuals, equipment photos, cable route documentation, or condition assessments, nor will site visits be permitted due to schedule and availability constraints. Contractors are expected to perform primarily off-ship operational checks and baseline specification testing, providing Post-Mobilization Integration (PMI) data to the contracting team and Technical Point of Contact. NFPA standards do not apply, integrated battery backup is insufficient in lieu of a UPS, and manufacturer-certified technicians must be direct employees of the prime contractor, not subcontracted OEM-certified personnel. Contractors must reference Appendix I regarding safety and health work practices when addressing hazardous materials or conditions during cable plant replacement.

Questions and Answers for Solicitation N32253-26-Q-0067

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

a. Incumbent Banyan Networks

2. If not brand new, could you please provide the current / previous contract number?

a. N32253-21-P-0077

3. Could you please provide the following information, if available:

a. Existing BDA manufacturer and model number.

b. Existing antennas manufacturer and model numbers.

c. Existing splitters/couplers manufacturer and model numbers.

d. Existing coaxial cable manufacturer, type, and size.

e. As-built drawings for the existing DAS system.

No.

f. Existing O&M manuals/documentation.

No.

g. Photos and quantities of all existing BDAs, antennas, splitters/couplers, and other DAS equipment.

No.

h. Information identifying the existing cable routes and the approximate amount of cable that is expected to be replaced or newly installed.

No.

i. Any available documentation indicating the condition or deficiencies of the existing system.

4. Site visit:

a. If a site visit is possible, we would appreciate the opportunity to visit the site and review the existing system.

Unable to complete due to constrained schedule and availability.

b. We’d like to coordinate for a site walk to better understand the requirements for this solicitation to replace antennas, cables and splitters for DD1, 2, 3, 4 and their associated pump wells. We’d like to view all existing equipment and understand where new PWS-required equipment will be co-installed until cutover, when the existing equipment will be removed.

Unable to complete due to constrained schedule and availability.

5. Who is the manufacturer of the existing BDA, and what is its model number? Can't tell if we have the certs without that info, can we?

TxRx BDA

Model # 61-65-07538-G2-IL

6. It appears that the goal of this project is to affect a phased complete system change-out of all system components during the initial base contract period. Is this correct?

Yes

7. How many service (interior) antennas are presently on the system? Is this a single-amplifier system, or is it master/remote?

Unable to answer due to classified information.

8. Is a current system cabling diagram/drawing depicting cable lengths and types, as well as splitter/couplers in use and their values available? If not, are we expected to prepare such documentation as a part of this procurement?

Unable to answer due to classified information (e.g., PHNSY&IMF Dry Dock infrastructure).

9. Is the current system operating Class A or Class B? (Class A is filter bandwidth < 75 KHz. Class B be can be 6 MHz or more.)

I am not allowed to answer due to classified information.

10. Do NFPA standards for in-building wireless systems apply, and to what extent? What standards/regulations?

No.

11. Can you describe the "Flexible Cable Plant" referred to in the PWS in detail?

12. Can you describe the "Fixed Cable Plant" referred to in the PWS in detail?

13. Most BDA systems are DC-powered, and typically have 12 or 24 hours of battery backup fully integrated with the amplifier. Would this suffice in lieu of the requested UPS?

No

14. Can you describe system monitoring/alarming requirements and their integration with upstream elements, if any?

15. (PWS paragraph) 3.4.8 suggests you extend the system onto ships in drydock. What do you see as the contractor's role in such an installation? What about removal of the system elements?

Contractors will not install into ships. Installation of system will be installed by x67 personnel.

16. The PWS discusses "operational checks" and "baseline specifications". Is the desired work product result coverage testing of the required areas, both on- and off-board ships, as well as ensuring proper amplifier operation? Are copies of these specifications available for review prior to submission of our offer?

Primarily off ships and provide the PMI data to contracting team and Technical Point of Contact.

No, copies of these specifications are not available for review.

17. Available data suggests the operating frequency range of the system is 380-400 MHz. Is this correct? Are any other frequency ranges required? Is this system repeating only one macro system, or are there multiples?

18. What are the standards for macro/bda system dominance? It appears your radio system is P25, Phase II, which is VERY dependent on proper signal timing through the BDA vs.

direct from the macro. This makes a GREAT deal of difference in planning antenna locations.

19. What provisions are in the procurement if significant re-engineering of the existing system is required in order to effect desired coverage? This need will probably not be discernible prior to the initial hands-on review.

20. When was the existing system originally installed?

~2015 - 2016

21. What about MITIGATION of hazardous materials/conditions that may be identified during the replacement of the cable plant? How will that be addressed?

Please reference Appendix I - Safety and Health Work Practices for Contractors Working with Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) (Rev. July 2024)

22. Does the system service other buildings/areas on site, or only Drydocks 1, 2, 3, 4, and their associated pump wells? If so, which buildings, and are floor plans available for those buildings?

23. Are you experiencing any urgent issues with the existing system that would require immediate attention/resolution upon initiation? If so, can you describe them individually and specifically?

24. We would also appreciate clarification, if permissible, as to whether the manufacturer-certified technician required by the PWS must be a direct employee of the prime contractor, or whether an OEM-certified technician may be utilized through a teaming or subcontracting arrangement?
