About this file

This is a Performance Work Statement (PWS) for a Mobile Destruction Unit (MDU) service issued by the U.S. Air Force Software Directorate (AFSC/SWXY) at Wright-Patterson Air Force Base, prepared by AFSC/SWPB on March 26, 2026 (Version 1).

The contractor shall provide on-site destruction and disposal services for unclassified and classified IT equipment and associated physical assets at WPAFB in accordance with 32 CFR 2001.47 and specified DoD security guidelines. The service must accommodate classified materials up to TS//SAP/SCI level, with two contractor personnel requiring TS/SCI clearances and all other team members cleared to collateral secret level. Key contractor requirements include designating a Program Manager as single point-of-contact, maintaining contract tracking systems, participating in Government discussions and meetings, traveling to WPAFB with advance Government approval, ensuring proper equipment inventory, and providing destruction services per DoD Chief Information Officer memorandum dated April 20, 2020, and Special Access Program IT Sanitization Standard Operating Procedure 2020-01 (DAF-2020-01) dated July 29, 2020. The four contractor tasks are: (1) demonstrate experience with national security information and IT equipment destruction; (2) conduct a kick-off meeting within 14 days of contract award providing disposal timeline and proof of required clearances; (3) provide on-site services at WPAFB with full Government witnessing of sorting, de-manufacturing, and destruction into unclassified e-waste, HAZMAT, and recyclables, and provide itemized destruction receipt within 10 days of completion; and (4) transport unclassified materials off-site for final disposal and conduct final walkthrough with AFSC/SWXY Point of Contact prior to departing. The Period of Performance is 30 days total to schedule, destroy, and conduct closeout, requiring only one 2-week TDY for System High operations. This effort is structured as Firm Fixed Price.

Background

Contractor Requirements ................................................................................................ 3-5

Project Schedule ............................................................................................................ 3-5

Project Closeout

1. Background The Program Development and Integration Directorate (AFSC/SWXY) requires a safe and secure way to properly destroy unclassified and classified materials (IT equipment and associated physical assets) per Air Force security guidelines. There are four approved, Air Force destruction facilities; however, the closest location is in Chicago, Illinois. Although AFSC/SWXY employees could tear down the equipment, transport it to Chicago, and destroy the materials itself, this course of action would introduce substantial safety hazards and unnecessary security risks. Additionally, this requirement is considered urgent because AFSC/SWXY lab space is needed for incoming contractors to execute time-sensitive delivery orders. Due to the safety and security hazards and time constraints of this requirement, AFSC/SWXY plans to contract out this work to a company specializing in MDU efforts.

2. Scope Utilizing a classified destruction service is necessary to support an urgent requirement. A destruction service provides the government the ability to destroy classified material designated for destruction in an expeditiously safe and secure manner in accordance with 32 CFR 2001.47 and the security guidelines listed below. A destruction service affords the Government the unique capability to monitor contractor actions of sorting, de-manufacturing, and destruction of classified materials on site (WPAFB), greatly reducing security risks associated with transport and data reconstitution. The Government will witness the entire process to the point where materials are reduced to unclassified e-waste or identified as unclassified HAZMAT and/or unclassified recyclables. This effort will be a Firm Fixed Price.

3. Contractor Requirements

3.1 The Contractor shall identify and provide a Program Manager (PM) to act as the single point-of-contact responsible for managing and directing the Contractor’s activities with respect to this contract order and for interfacing with the Government. Program Management activities include planning, coordinating, organizing, directing, controlling and reporting to support the authorized work.

3.2 The Contractor shall maintain a system for tracking the progress of this contract and manage the contract to completion.

3.3 The Contractor shall participate in discussions, consultations, and meetings with the Government through the life of the project to keep the Government regularly informed of project status.

3.4 The contractor will travel to AFSC/SWXY (at Wright-Patterson Air Force Base) and will gain Government approval to do so in advance.

3.5 The contractor will ensure the proper inventory of all equipment slated for destruction.

3.6 Contractor will provide destruction of all inventoried equipment IAW the relevant DoD security policies and procedures listed below:

a) Department of Defense Chief Information Officer Memorandum “Department of Defense Standards and Reciprocity for Sanitization of Special Access Programs Information Technology Devices” April 20, 2020

b) Special Access Program (SAP) Information Technology (IT) Sanitization Standard Operating Procedure (SOP) 2020-01 (DAF -2020-01) July 29, 2020

4. Contractor Tasks Task 1: The destruction service shall have experience with the destruction and disposal of national security information and IT equipment/peripherals in accordance with the security guidance listed above. The destruction service shall be able to accommodate classified material/equipment up to TS//SAP/SCI. Two contractor personnel executing the destruction service must have TS/SCI clearances and all other contractor team members will be cleared to the collateral secret level since they will all be under escort and working in the same spaces.

Task 2: The Contractor shall conduct a kick-off meeting providing timeline to the Government of disposal process. Contractor shall provide date of intended service along with list of individuals completing disposal. List shall also include proof of clearances required to perform services. Timeline will identify total length of time to complete destruction service.

Task 3: The destruction service shall provide services on-site (WPAFB) and offer the government the ability to witness the entire process to include sorting of equipment, de-manufacturing of equipment, and destruction of equipment into unclassified e-waste, unclassified HAZMAT and unclassified recyclables. The contractor shall provide a destruction receipt to the government. Destruction receipt shall include full itemized list of all items disposed.

Task 4: The contractor shall transport unclassified e-waste, HAZMAT and recyclables off-site for final disposal (smelter facility, recycle facility, etc.) for proper sanitation per security guidelines above. Contractor will perform final walkthrough with the AFSC/SWXY Point of Contact (POC) to verify all necessary items have been disposed. The contactor shall ensure positive control throughout the destruction/disposal lifecycle.
